- INTRODUCTION This is a Market Research--Sources Sought synopsis to assist in determining an acquisition strategy. The U.S. Department of the Interior, National Business Center, Acquisition Services Directorate-Herndon on behalf of the Office of Head Start of the Administration for Children and Families (ACF) within the U.S. Department of Health and Human Services has an anticipated acquisition to provide a Head Start Training and Technical Assistance Office in every State of the United States, the District of Columbia, and Puerto Rico for a total potential quantity of fifty-two (52) offices. Note that two or more States within a Region can be combined in a consortium (Please refer to the Statement of Objectives for the defined Regions). Note that the State of Hawaii includes the Hawaiian Islands, Guam, American Samoa, the Commonwealth of the Northern Mariana Islands, and the Republic of Palau and Puerto Rico includes the Virgin Islands. The necessity for the establishment of a Head Start Training and Technical Assistance Office in each State, the District of Columbia and Puerto Rico is required under the "Improving Head Start for School Readiness Act of 2007" (P.L. 110-134). The Government has determined that this requirement may be done as performance-based. A Statement of Objectives (SOO) has been drafted and will be addressed in more detail further in this notice. The background of this requirement is elaborated upon in the SOO. PURPOSE OF THIS REQUEST AND INFORMATION SOUGHT From this Market Research--Sources Sought synopsis, the Government is seeking responses from contractors (or contractor-formed consortiums) from every State, the District of Columbia and Puerto Rico as the Act requires the establishment of an office in each of these locations. The Government anticipates awarding up to 52 individual contracts (unless consortiums are formed) - one for each state, one for the District of Columbia, and Puerto Rico. The Government is looking for contractors that possess demonstrable and credible experience in the field of early childcare and education in the State including knowledge of the Head Start program. The Government's intent is to determine availability in the commercial marketplace of contractors capable of fulfilling the objectives of this acquisition as stated in the draft Statement of Objectives. The Statement of Objectives describes the objectives to establish and maintain a fully staffed Head Start Training and Technical Assistance Office, which includes at minimum, an Infant/Toddler Specialist in every State, the District of Columbia and Puerto Rico. The Government's intent is to obtain responses to the items listed below to assist the Government in determining the appropriate acquisition strategy. Interested offerors shall provide the following in their response: 1.Name of Company, University, or other establishment - include a contact person's name, telephone number, and email address, and company address. 2.Size of Business and identify the NAICS code for this requirement. 3.Are the types of services required including the requirement for the Infant/Toddler Specialist readily available in the commercial marketplace and therefore, can be competed as a Commercial Item Acquisition. 4.Identify standard commercial terms and conditions typically associated with these services. 5.Recommend and give rationale for the contract type that would best suit this requirement. 6.In accordance with the Act, the Government is considering the possibility of consortia as a means of fulfilling this requirement. A consortium is defined in the Act as two (2) or more States within a region (region meaning one (1) of the ten (10) regions described in the SOO). How would consortia work for this requirement? Would a contractor be interested in doing a consortium and if so, what is a contractor's recommendation for a consortium? 7.Identify existing or potential pricing structure/methodologies in support of this type of work. 8.Provide an estimated dollar amount for this type of work for a base period of twelve (12) months and four (4), twelve (12) month option periods. This requirement is budget-driven and therefore, the Government is providing an estimate regarding the number of staff that the Government envisions would be necessary for each Head Start Training and Technical Assistance Office by State: (a) Two full-time staff plus one half-time staff in: Utah, Nebraska, Maine, District of Columbia, Nevada, Hawaii, Idaho, Rhode Island, Montana, South Dakota, North Dakota, Vermont, New Hampshire, Delaware, Alaska, and Wyoming; (b) Three full-time staff in: South Carolina, Oklahoma, Maryland, Minnesota, Colorado, Arkansas, Oregon, New Mexico, Connecticut, Iowa, Kansas, and West Virginia; (c) Four full-time staff in: Georgia, Mississippi, Louisiana, North Carolina, New Jersey, Tennessee, Missouri, Massachusetts, Kentucky, Alabama, Arizona, Washington, Virginia, Indiana, and Wisconsin; (d) Five full-time staff in: California, Texas, New York, Illinois, Florida, Puerto Rico, Ohio, Michigan, and Pennsylvania. 9.Describe previous experience and past performance for similar types of requirements of a similar scope and magnitude and whether they were performance-based - include the contract number; Government agency name and address; contract funded amount. 10.Identify qualifications of the technical personnel that are described in the SOO which includes an infant/toddler specialist and manager. 11.Provide comments and feedback regarding the Statement of Objectives. Please refer to the paragraph below. The Government is attaching a draft Statement of Objectives (SOO) for public comment as a part of this Request for Information. The purpose of the draft is to afford the public an opportunity to comment on best practices and critical elements that should be included in the SOO. Any comments provided should not be viewed as a vehicle for presenting a specific approach to be proposed, but as an opportunity to improve an eventual solicitation package. The Government has prepared a draft SOO to explain how the acquisition relates to the agency's program need and requirement for a contractor's solution. The Government is in the process of finalizing the SOO and attempting to minimize questions prior to the release of the Request for Proposal. The draft Statement of Objectives is being attached solely for the purpose of public comment and feedback. This does not constitute a request for proposal.
