- MECHANICAL SYSTEM ANALYSIS: VA Medical Center, 325 New Castel Road, Butler, PA 16001: is seeking the services of a qualified Mechanical Engineer to include: Site investigation of the mechanical systems; preliminary plans for the replacement of these systems; working drawings and scope of work; cost estimates for all work recommended; a list of priorities according to their criticality and impact on the safe reliable operation of the medical center. Based on investigation and analysis determine the condition of existing systems including, but not limited to: the boiler plant, chiller plant, domestic water system, sewage system and all associated piping, pumps, valves, expansion joints, anchors.. Prepare including scope of work, detailed cost estimates project scopes and detailed costs estimates including material, equipment, and labor to be broken out into separate categories and not lump summed, along with justifications, and then prioritize and justify system updates or partial or full replacements. Report to include recommendation of advantages and disadvantages of possible solutions to the existing systems within the funding possibilities. The A/E shall review existing drawings and conditions and verify existence and placement of all existing building systems and equipment, incorporate existing structural, architectural (as needed), mechanical and electrical equipment into the new planned system(s). Final documents shall include an existing conditions summary; systems analysis; drawings; field data sheets; life cycle and energy analysis. Estimate completion time for Mechanical Analysis is 120 calendar days. This will provide the basis for future project submissions and the necessary scopes of work, estimates and justifications.The contract will include a Government option to negotiate construction design services, solicitation document preparation and construction period services. The selected firm for this mechanical analysis may or may not be selected for design of the construction project(s), if required; individual construction project estimate will not exceed $2,000,000.00/ea. Only firms with in-house mechanical engineering services and experience in the study and design of similar type projects will be considered. Emphasis will be placed on the estimating capabilities of the applicants. Construction shall be phased to comply with the VA'S NRM (Non-Recurring Maintenance) program. Services will require the use of an Industrial Hygienist to determine asbestos contamination and to include this work in the cost estimate of project recommendations. Firms must be located within a hundred (100) mile radius of this medical center. Award of contract and construction design contracts are dependent upon the availability of appropriate funds.
