- Description
- The U.S. Army Corps of Engineers, New York District intends to request for Quotes for Rental of a minimum 30-Ton capacity rubber tired only mobile hydraulic crane with a minimum 85 foot length boom (no jib); delivered to the Albany Field Office, 1Bond Street, Troy, N.Y.; completely assembled and ready for use. The contract will also include providing instruction on the use of the specific crane components unique to the crane including but not limited to the crane load computer, lifting controls, etc. b. Period of Rental: The contract period of rental includes up use of the crane for a maximum of six months (1Jun 08 through 30 Nov 08) with an option to extend the period of rental for up to an additional six months (1 Dec 08 through 31 May 09).The first three months of the rental period (1 Jun 08 through 31 Aug 08) are guaranteed, however, the Government reserves the right to terminate the contract on a monthly basis following the initial three month period by providing the Contractor with thirty day advance notification. In this regard, the Government will provide notification no later than the first day of the month to terminate the contract effective the last day of that month. c. Crane Requirements: Crane shall have a minimum rated capacity of thirty tons. The crane shall have a minimum extended boom length of 85 feet and be equipped with appropriate two-block prevention device(s). The crane provided under this requirement shall not be equipped with a jib (boom extension) and the required boom length shall not include any boom extension device. Crane must meet all applicable safety requirements contained in EM385-1-1. The manual is available on the internet: http://www.usace.army.mil/publications/eng-manuals/em385-1-1/toc.htm. d.Maintenance and Repair: The government will be responsible for performing normal routine maintenance on the crane subject to manufacturers requirements. The Contractor shall provide repair service for any requirements beyond routine maintenance. The Contractor shall also be responsible for any major maintenance or repair not cause by improper operation or use of the crane. e. Payment: 1. Mobilization/Demobilization: Payment for mobilization and demobilization will be made at the contract lump sumprice for Contract Line Item 0001 Mobilization and Demobilization and shall include payment for all costs associated with mobilization and demobilization of the crane, including all costs associated with round trip transport of equipment to and from theAlbany Field Office, 1 Bond Street, Troy N.Y., off-loading and set-up of equipment, and all applicable fees and permits for transporting the equipment over the highway to and from the Albany Field Office. Fifty percent (50 percent) of the bid price for item 0001 will be paid upon completion of delivery, set-up and training. The remaining 50 percent of item0001 Mobilization and Demobilization will be paid upon satisfactory removal of all equipment from the Albany Field Office. 2. Crane Rental: a. CraneRental Base Year (1 Jun 08 30 Nov 08). Payment for crane rental will be made based on the Contractors monthly unit price for Item 0002 Crane Rental- Base Period. The bid schedule includes a monthly rental rate for the estimated maximum number of months the crane is anticipated to be needed during the base period (6 months). As stated in paragraph b. above, only the first three months of rental are guaranteed. Actual payment for crane rental will be made on a monthly basis for the number of months the crane is actually used at the monthly rate quoted in the bid schedule. Should the crane be unavailable for use due to malfunction or other causes not the direct result of the Governments operations, the monthly payment for that period will be prorated to deduct the number of days the crane is not available for use b. Crane Rental Optional Period. (1 Dec 08 31 May 09). Should the Government exercise theoption to extend the crane rental period beyond the base period, payment for crane rental will be made based on the Contractors monthly unit price for item 0003 Crane Rental- Optional Period. The bid schedule includes a monthly rental rate for the estimated maximum number of additional months the crane is anticipated to be needed during the optional period (6 months). The Government will notify the Contractor in advance of its intent to exercise the optional period rental. If the option period is exercised, only the first additional month (Dec 08) of rental is guaranteed. The Government reserves the right to end the rental at any time after the first month of the option by notifying the Contractor 30 days in advance. Payment for crane rental during the option period will be made on a monthly basis at the bid schedule rate for item 0003 for the number of months the crane is actually used. Should the crane be unavailable for use due to malfunction or other causes not the direct result of the Governments operations, the monthly payment for that period will be prorated to deduct the number of days the crane is not available for use f. Award: Award will be made to lowest bidder for the combined total of item 0001 Mobilization and Demobilization and item 0002 Crane Rental Base Period and item 0003Crane Rental Optional Period for the estimated maximum total one year period of rental. This procurement is being solicited as UNRESTRICTED. The applicable NAICS CODE IS 532412 with a Size Standard of $6.5 Million. The SIC CODE is 7353. Quotes are due no later than 21 April 2008.
