Estimated issue date 30 Apr 2008, Estimated Close Date 30 May 2008 RFP# - FA8104-08-R-0275 PR# - FD2030-08-04027 F100 Engine Exchange Program There are insufficient F100-PW-220 install and spare engines available from retiring F-16's to support all F-15 units. Additionally, -220 spare engines will be required to support RE21 (Repair Enterprise 21) maintenance pipeline. To supplement fleet requirements for F100-PW-220 engines, Air Force seeks to exchange F100-PW-100 engines for upgraded F100-PW-220E engines. AF will provide 84 each reparable F100-PW-100 engines in exchange for upgraded X number F100-PW-220E engines. AF will provide X -100 upgrade candidate engines to be converted to -220Es that are not part of the 84 engines being exchanged, but will be other -100s that are suitable for upgrade. The AF will also provide an additional 3ea engines to provide parts support for the conversion of the -100 to -220E. The contractor would supply the Air Force with the negotiated number of F100-PW-220E engines in serviceable condition in exchange for these F100-PW-100 engines. Program Objective : The contractor will supply X F100-PW-220E upgraded engines in serviceable condition in exchange for 84 F100-PW-100 engines plus 2 additional engines for cannibalization. AF will provide 84 each reparable F100-PW-100 engines to the contractor. AF will provide X F100-PW-100 upgrade candidate engines to be converted to F100-PW-220E engines. These upgrade engines will not be part of the 84 exchange engines, but will be selected F100-PW-100 engines that are suitable for upgrade. The AF will also provide 2 F100-PW-100 engines to be used for cannibalization of parts for the upgrade candidate engines. The cannibalization engines will not be returned to the AF except for the following accessory items; UFC, EEC, and CENC. These items will be returned to the USAF at Tinker AFB, FB2039. Delivery Schedule: Induct 120 days before the scheduled receipt of longest lead time -220E MUP kit material and deliver not later than (NLT) 90 days after receipt of all -220E MUP kits for that engine. Induct next -100 engine upgrade candidate every 30 days there after assuming the MUP kits deliveries are on scheduled. You Must Be an Approved Source to bid on this requirement. Current Approved Sources Pratt & Whitney and Tech Space Aero. No QR's exist for this item. See attached Statement of Work for additional information. See Numbered Note 26
