- The FEDBIZ Opps Combined Synopsis/Solicitation Notice submitted for solicitation W58RGZ-08-R-0185, on January 26, 2008, was amended on January 30, 2008 to put a hold on the combined synopsis/solicitation notice until the Government could clarify some outstanding issues involving this requirement. The Government has resolved the issues and is re-issuing the combined synopsis/solicitation notice to revise the original combined synopsis/solicitation notice. The combined synopsis/solicitation notice has been revised to include removing the requirement for overhaul effort of the parts and to change the response due date from February 11, 2008 to May 2, 2008. The information previously included in the combined synopsis/solicitation notice is being modified and replaced with the information contained below in this combined synopsis/solicitation notice. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Army Aviation & Missile Command (AMCOM), Security Assistance Management Directorate, (SAMD) has a requirement to provide 206 Jet Ranger Spare Parts for the Iraq 206B3 Jet Ranger Helicopters. The parts list is available upon request. The required delivery turn around time for this requirement is 180 days After Contract Award. All spare parts shall be new, Original Equipment Manufacturer (OEM) and Federal Aviation Administration (FAA) approved. Part substitution is authorized as long as Form, Fit and Function requirements are met or exceeded and is limited to OEM approved revisions only. All parts, assemblies and components shall be packed and preserved in accordance with best commercial practices. Parts can be found in Bell Helicopter Textron (BHT)-206A/B series Illustrated Parts Breakdown (IPB) Manual and Rolls-Royce 250-C20 series IPB. All parts/shipments shall be Free On Board (FOB) Destination by air transport. Transportation Account Code is TAC: M; SHIP TO: BIQL00; MARK FOR: BIQL00. IRAQ MIN OF DEF IRAQ AIR FORCE, IQAF FLYING TRAINING SCHOOL, TEL DSN 318-444-3307, KIRKUK AIR BASE, KIRKUK IRAQ. Inspection and Acceptance will be at Destination. Shipment of parts is the responsibility of the contractor and costs for shipment should be included as part of the proposed costs. Funding for air shipment, to cover any and all related costs of shipping parts, tools and material in support of the Iraq 206 programs shall be paid by the contractor. The contractor shall process/investigate all Supply Discrepancy Reports submitted to validate the report, determine the cause of reported discrepancyand ensure the necessary action and steps are taken to preclude recurrence. All items supplied shall comply with mandatory Airworthiness Directives (AD) and Service Bulletins (SB) issued at time of part delivery. All warranties supplied with items shallbe passed or transferred to the Iraq Air Force with the item or material when it is shipped. In accordance with Federal Acquisition Regulation 52.212-2, Evaluation-Commercial Items, the Government will award a contract resulting from this solicitation tothe responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. All responsible sources may submit an offer that may be considered by the agency. Communication must be on contractors letterhead and must include name, telephone number, e-mail, fax number, and cage code. Interested sources should indicate if they are registered in the Central Contractor Registration (CCR) and have completed the annual representations and certifications electronically via the Online Representative and Certifications Application (ORCA) website at http://orca.bpn.gov. There will be no telephone request for proposals accepted.
