Description
The purpose of this modification is to revise the original proposal due date from the May 05, 2008 to May 12, 2008, at 3:00 PM Eastern Time. The Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety and Health (NIOSH) has a requirement for a Performance and Safety Investigation of Emergency Backup Batteries and Battery Charging Systems for Underground Mining Applications.During an underground coal mine emergency, electrical utility power to underground workings may be disrupted by physical damage due to roof falls or explosions, or due to regulatory requirements to turn off power under circumstances such as high methane levels or ventilation interruption. The MINER Act however, requires that mine-wide communications systems vital to the escape, survival, and rescue of workers, must continue to operate in a post-accident environment. Other vital systems such as atmospheric monitoring systems and personnel tracking systems should also continue to provide information vital to informed emergency-conditions decision making. Central to fulfilling the MINER Act requirement to provide continuous emergency mine communications (and other systems), even with a loss of mine electrical power, is the issue of battery backup power. Communications systems components should be hardened to survive the initial event and will be designed to provide readily available two way communications between trapped workers and rescue personnel. Battery power for person-carried radios, leaky feeder system fixed components, fixed wireless mesh nodes, fixed tracking system waypoints, etc. must allow sufficient time for rescue, and be supplied in a manner appropriate for the potentially explosive mine atmosphere. In order to meet the above requirements, existing and potential problems with primary and backup batteries, as well as battery charging systems, must be addressed. Background information and guidance crucial to developing strategies and concepts for effective, safe use of battery power in underground mines will come from a variety of sources, including NIOSH, MSHA, state agencies, mine operators, rescue team personnel, equipment and battery manufacturers, and companies developing new communication and personnel tracking systems in response to the MINER Act. Extensive interaction with NIOSH contractors working on communications and tracking systems is anticipated. This project shall investigate critical aspects of battery selection, use, and charging for the underground coal mining environment, specifically as they relate to communications with, evacuation of, and, if needed, rescue of miners in the event of an emergency. It will ultimately conceptualize potential solutions for primary and/or backup battery systems that offer hazardous area safety (i.e. use in explosive atmospheres), survivability, adequate post-accident operating time, and are practical as well as cost effective. The CDC expects a single award fixed price contract with a period of performance of eleven (11) months.
