Description
STATEMENT OF WORK The Department of State, Bureau of Diplomatic Security is looking for sources to provide logistic services in the Northern Virginia area to two Program Offices. The Office of Anti Terrorism Assistance provides a wide portfolio of training courses at overseas locations to senior government and police officials of foreign governments in South America, Europe, Africa, Middle East, and Asia. Using a core curriculum of 60 courses, in FY 07 ATA conducted 227 overseas courses. ATA requires the services of an organization that is able to: Receive, inventory, store, and prepare for shipment items used to be used in ATA training courses worldwide. This includes storage of weapons up to.50 cal mg and the storage of compatible ammunition. The vendor must have all local, state, and federal permits. Additional information will be contained in the solicitation. Based upon lists provided by ATA, prepare kits for each course for shipping. Upon completion, submit an inventory listing to ATA before shipping. The incumbent has been using standard tri wall containers on a pallet as the primary method of shipping. Have a web based logistics software program that can provide almost real time status to ATA staff in Northern Virginia and at overseas locations. The Government is looking for an automated process which will help it achieve efficiencies in operations and costs. The Government desires to have an automated process which shall produce packing lists, inventory lists, invoices, etc. When directed by ATA, notify the appropriate shipping resource for pick up and provide shipping information to the appropriate ATA country manager. Material is normally shipped in standard tri wall containers or placed on pallets and shrink wrapped, or placed in custom built wooden packing containers. The Government estimates that in FY 2007 it shipped 799 pallets with a total weight of 401,000 pounds. We estimate the shipping volume to have been 37,044 cubic feet. The Department of State, Bureau of Diplomatic Security, Weapons of Mass Destruction (WMD) Countermeasures Division is looking for sources to provide logistic services in the Northern Virginia area. The WMD Program includes training and equipping personnel at embassies and consulates overseas and at Department of State (DOS) domestic locations in order to counter the threat of a chemical, biological or radiological attack. The program trains both overseas and domestic personnel at their respective locations and provide a response capability in order to assist in coping with chemical or biological attacks. WMD requires the services of an organization that is able to: Receive, inventory, store, prepare, and deliver to the final shipping agent the protective equipment to be used in WMD training courses worldwide. The vendor must have all local, state, and federal permits. Additional information will be contained in the solicitation. Based upon order requests provided by WMD, the logistics provider will prepare shipments for forwarding to the final shipping agent. The logistics provider will have a web based logistics software program that can provide almost real time status to WMD staff in Northern Virginia. The Government is looking for an automated process which will help it achieve efficiencies in operations and costs. The Government desires to have an automated process which shall produce packing lists, inventory lists, invoices, shipping details, etc. The Government estimates that in FY 2007 it shipped 220 orders with a total weight of 147,400 lbs. The two requirements are currently met in two separate facilities. The Government would prefer to combine the requirements into one facility. The Government is interested in facilities within a 10 mile radius of Dulles International Airport. This will be a 100% 8(a) set aside for small business. The Government has no objections to teaming.
