Description
Under the authority of 10 USC 2304(c) (1); implemented by FAR 6.302 1, the U.S. Army RDECOM Acquisition Center, Natick Contracting Division, Natick, MA intends to award a modification increasing the overall contract ceiling for contract M67004-04-D-0039 to EAI of Abingdon MD. EAI as the incumbent is the only contractor with the expertise and operational knowledge that can continue this vital support while the solicitation process is prepared for the full and open competition of the follow on contract. It is unrealistic to expect other offerors to have the fully developed skills necessary to step into this situation and provide immediate, seamless support. The complexities of the effort, coupled with the need to ensure uninterrupted services, make it impractical to seek anyone other than the incumbent for such a short period of time. The knowledge and experience necessary for full and successful contract performance is such that a contractor other than the incumbent would need more than six months to assume the full level of support essential to ongoing operations. To incur such a delay now would create unnecessary risks, both to the mission of the war effort and to those pursuing it. It is anticipated that the ceiling increase of will allowfor continued contract performance until award of the new contract in December 2008. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Interested parties mayidentify their interest and capability to respond to this requirement to the U.S. Army RDECOM Acquisition Center, Natick Contracting Division, via e-mail at stephen.abate@us.army.mil. No later than 16 April 2008, 2:00 pm EDT.
