- Design/Bid/Build Murphy Hall Renovation, US Merchant Marine Academy, Kings Point, New York The contract will be a firm fixed price contract awarded to the Lowest Price Technically Acceptable offeror in accordance with FAR PART 15 using the Low Price Technically Acceptable Source Selection procedures. It is expected that the best value will result from the selection of the technically acceptable proposal with the lowest evaluated price. This solicitation will be issued as N40085-08-R-2103. The contract will renovate Murphy Hall which is a three story dormitory with a crawl space. The gross area is 38,400 SF. The project includes demolition and replacement of all interior finishes, mechanical, plumbing, electrical, intercommunication and fire protection systems. The new mechanical system includes a geothermal loop field. Abatement of lead paint and asbestos insulation is required as well as PCB containing transformers and lighting ballasts with PCB and mercury. Existing wood windows will be replaced and the existing roof system will be replaced. The work requires restoration of concrete in historic structures, the exterior of the facility is coursed sandstone block. New landscaping is required, including 12,000 SF of concrete pavers. A deductive bid option will be included to provide bituminous concrete pavement in lieu of the pavers. Site work and other incidental related work is required. There ! is minor work in Palmer Hall. There is replacement of an existing fire alarm system in Jones, Barry and Palmer Halls and other incidental work. The contractor shall provide all labor, supervision, materials, equipment, tools, parts, supplies and transportation to perform all work described in the specifications. The magnitude of the price range is $10,000,000.00 to $25,000,000.00. Award will be made to the offeror offering the lowest evaluated price and meeting or exceeding the acceptability standards for non-cost factors. The technical evaluation factors include: (1) Corporate Experience (2) Past Performance (3) Safety-Construction Firm (4) Small Business Sub Contracting Effort. The Government reserves the right to reject any or all proposals prior to award and also to negotiate with any or all offerors. OFFERORS ARE ADVISED AN AWARD MAY BE MADE WITHOUT DISCUSSIONS OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Offerors should not assume they would be contacted, or afforded the opportunity to qualify, discuss, or revise their proposals. The Request for Proposals (RFP) will be issued on or about 30 April 2008. Tentative date/time for submission of proposals will be on or about 30 May 2007, 2:00 PM (EST).
