- Contracting Office Address: General Services Administration, Public Buildings Services (PBS), Facilities Operations Support Services (10PCS), 400 15th Street SW, Auburn, WA, 98001-6599. General Services Administration; Public Buildings Service; Northwest Arctic Region 10, Property Development Division; Facilities Operations Support Branch; Building Services Team has a requirement for Operations, Maintenance & Other Services at the William Kenzo Nakamura Courthouse located in Seattle Washington. The contractor shall provide all management, supervision, labor, materials, supplies, and equipment (except as otherwise provided), and shall plan, schedule, coordinate, and assure effective performance of Operations, Maintenance & Other Services. The contract is an Indefinite Delivery, Indefinite Quantity, firm fixed price, performance-based contract, which consists of a three-year base with two option periods. Each of the two option periods will include 3 alternative time periods: 1 year, 2 years or 3 years. Superior performance would warrant a 3-year option period. This building has been under renovation for the past two years. There will be an estimated 3-month phase-in period prior to building occupancy. This period will include observing system operations, verifying and updating equipment inventories, establishing a preventive maintenance program, obtaining training and to participate in (observing) building commissioning to familiarize the Lead Engineer with the facility. The estimated start date of the phase-in period is October 1, 2008. The estimated start date for the performance of full services is January 1, 2009. The North American Industrial Classification System (NAICS) Code is 561210 Facilities Support Services with a small business set aside size standard of $32.5 million. The solicitation will be available on or about April 30, 2008. All offerors must be registered in the Central Contractor Registration (CCR) database (www.ccr.gov), the online Representations and Certifications Application (ORCA) database (www.orca.bpn.gov) and the VETS 100 website (https://vets100.vets.dol.gov). It is the responsibility of the potential offerors to monitor FEDBIZOPPS for changes and updates. Hard copies of the solicitation will not be provided. Estimated value of this acquisition for the 3-month phase in period and for the remaining 33-month base period is between $525,000 and $575,000. This building has been totally closed for renovation for the past 2 years.
