Description
This is a SOURCES SOUGHT NOTICE to identify the availability of potential sources capable to conduct indirect cost rate reviews for the National Science Foundation’s Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs Phase II proposals. This notice is for market research purposes only and does not constitute a Request for Quote or Request for Proposal; and, it is not considered to be a commitment by the Government nor will the Government pay for information solicited; no basis for claim against the Government shall arise as a result from a response to this Sources Sought or Government use of any information provided. At this time no solicitation exists; therefore, DO NOT REQUEST A COPY OF THE SOLICITATION. The Government reserves the right to consider any arrangement as deemed appropriate for this procurement. The National Science Foundation (NSF), an independent agency of the Federal Government, makes grant awards to small business concerns for research and development projects under the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) Programs. For information on the SBIR/STTR programs see http://www.nsf.gov/eng/iip/sbir, click on “Phase II Proposal Requirements” for specific Phase II instructions. The NSF, Division of Institution and Award Support (DIAS), Cost Analysis and Audit Resolution Branch (CAAR) is responsible for various Phase II financial reviews with documentation requested at http://www.nsf.gov/bfa/dias/caar/sbirrev.jsp. NSF is conducting market research to identify potential sources capable of preparing the CAAR required reviews for the Phase II program. We have determined that organizations capable of performing adequate indirect rate reviews will also be capable of conducting all areas of the Phase II reviews. All interested vendors should submit a package outlining their capabilities as relevant to the performance of this requirement. The package should not exceed 4 pages and should contain the following information: (1) a description of what an indirect rate is and how it is calculated; (2) a description of the basic steps required in the evaluation of an indirect rate proposal under the SBIR/STTR program; (3) a discussion of the NSF required adjustments and how these adjustments impact the rate calculation and the prospective grantee; and (4) specific experience in preparing indirect rate proposals and/or evaluating indirect rate proposals. Responses must be received by 12 Noon on April 23, 2008. Please provide these packages via email to Ms. Evelyn S. Tyndell at etyndell@nsf.gov. Please include the following documentation: Name of Company and Address; Point of Contact and Phone Number; and business size (small, veteran-owned small business, service-disabled small business, HUBZone, 8(a), small disadvantaged business, woman owned, or large business), if you have a GSA Schedule contract please identify the contract number(s).
