- Description
- The Corps of Engineers has a requirement for Fabrication and Delivery of eight (8) new Stoplogs and one (1) new Lifting Beam. Both structures will be fabricated out of steel with welded members. The Stoplogs are approximately 114 feet long and approximately 56 inches in height. The Lifting Beam is approximately 117 feet long and will be used to lift the new Stoplogs into and out of the Stoplog recesses. The Contractor will be required to develop and submit detailed shop drawings for review and approval. All welding shall be performed in accordance with AWS D1.5/D1.5M Bridge Welding Code for Fracture Critical Members (FCM). Delivery will be FOB Destination to the Soo Locks, Sault Ste. Marie, Michigan 49783. This contract will consist of one 12 monthBase Period, plus (2) two year-long Option Periods in order to fabricate and supply all Stoplogs. The Government anticipates awarding a Firm Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) type contract for this procurement. The requiredquantities are not known at this time. Therefore, minimum-maximum quantities are estimates based on actual history and/or anticipated requirements. The quantities may fluctuate up or down for each delivery order. The Base contract will consist of the Lifting Beam and the Shop drawings. The minimum order is (1) Lifting Beam and the Shop Drawings; the Maximum order is (8) eight Stoplogs. The Government only has an obligation to issue one or more orders for the total Minimum value in the contract ordering period. The Base Contract Period will begin approximately 01 Jun 2008 and proceed through 31 May 2009. Requests for proposals (RFPs) will then be issued for the Stoplogs. The RFPs may be issued during any of the three years and will consist of any number of Stoplogs. However the final contract will not exceed 8 Stoplogs. The scheduled completion date for each RFP will be calculated based on the number of Stoplogs requested in that RFP and on previous RFPs issued during the same fiscal year. The Government's Fiscal year runs from October 1st through September 30th. The purpose of this sources sought is to determine if there are two or more small businesses that have the capability to manufacture the stop logs and deliver in the required performance period. Interested contractors should provide past performance information for the delivery of the stop logs including 3 customer references and a description of the materials delivered that are similar to the stop logs described above in the past five yearsand a firm commitment statement that they will be providing a proposal on the stated request by 2:00 p.m. on 24 Apr 08.
