Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This combined synopsis/solicitation is issued as a request for quote (RFQ) F4D3D38091A001. This procurement is being issued as 100% SMALL BUSINESS SET-ASIDE. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-24 and DFARS Change Notice 20080331. North American Industrial Classification Standard (NAICS) 115210 and Size Standard $6.5M apply to this procurement. 1. Scope of Work: The contractor shall provide all labor, tools, parts, materials, equipment, facilities, transportation and supervision necessary to provide the 30th Security Forces Squadron with Farrier Service. 1.1 DESCRIPTION OF SERVICES: The contractor shall perform the following tasks: 1. Shoe three military working horses at the Security Forces Military Working Horse Barn on North Vandenberg AFB every six to eight weeks. 2. Pry out any dirt, manure or any foreign object in the frog or sole of the foot. 3. Check for any injury and signs of thrush, grease heel, or other problems. 4. Take note of any cracks in the wall of the hoof and consult with Conservation Officers as soon as possible. Contractor must be certified though an accredited horse shoeing school. The following provisions and clauses apply to this acquisition: The provision at FAR 52.212-1, Instructions to Offertory--Commercial Items. Quotes will be evaluated on price and delivery related factors only. The provision at FAR 52.212-3, Offer or Representations and Certifications -- Commercial Items, and the offer or must include a completed copy of this provision with their proposal. The clause at FAR 52.219-28, Post-Award Small Business Program Rerepresentation; FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items. Specifically, the following clauses cited are applicable to this solicitation: FAR 52.222-3, Convict Labor; 52.222-19, Child Labor; FAR 52.222-21, Prohibition of Segregated Facilities; FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era; FAR 52.222-36, Affirmative Action for Workers with Disabilities; FAR 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era; FAR 52.222-41, Service Contract Act of 1965, as Amended; FAR 52.222-42 Statement of Equivalent Rates for Federal Hires. The clause at FAR 52.224-1, Privacy Act Notification and FAR 52.224-2, Privacy Act; FAR 52.232-33, Payment by Electronic Funds-Central Contractor Registration. The clause at DFARS 252.204-7004, Required Central Contractor Registration; DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders; DFARS 252.225- 7001, Buy American Act and Balance of Payment Program; FAR 52.204-9, Personal Identity Verification of Contractor Personnel. All potential offerors are reminded that compliance with Defense Federal Acquisition Regulations (DFAR) 252.204-7004, Required Central Contractor Registration (CCR), is mandatory. Lack of registration in the CCR will make an offeror ineligible for contract award. All quotes must be sent to Leigh Wakefield at leigh.wakefield@vandenberg.af.mil. Submit written offers only; oral quotes will be accepted. Quotes must be recieved no later than 4:00 PM PST, Thursday, 24 Apr 2008.
