- BACKGROUND: The Department of Labor through its Employee Benefits Security Administration (EBSA), Office of the Chief Accountant (OCA), administers a comprehensive program to protect the interests of participants and beneficiaries of employee benefit plans. On April 13, 1987, EBSA was delegated new authority and assigned responsibility for the administration of the Department of Labor's responsibilities under the Federal Employees' Retirement System Act of 1986 (FERSA or the Act). EBSA is required to administer and to enforce the fiduciary responsibility, prohibited transaction, and bonding provision of the Act. This work includes the review of the records of participants in the Federal Retirement Thrift Savings Plan (TSP), a defined contribution pension plan for Federal employees. These requirements parallel, in many ways, the standards for fiduciary conduct which have been administered and enforced by the Department of Labor since the enactment of the Employee Retirement Income Security Act of 1974 (ERISA). FERSA Subsection 8477(g) requires the establishment of a program to carry out audits to determine the level of compliance with the fiduciary responsibility requirements and requirements dealing with prohibited activities of fiduciaries. The Contractor shall assist the Government in carrying out the fiduciary compliance audit responsibilities delegated to EBSA under the FERSA. The Contractor shall perform all work in accordance with the Statement of Work and all the other terms and conditions of the contract. REQUEST FOR INFORMATION: The purpose of this RFI is to afford industry and academia an opportunity to provide information as to the type of audit services that would be relevant to EBSA/OCA. All potential sources are invited to submit a proposal or an approach for providing support and a very brief statement that addresses the respondent's knowledge, ability and experience. The use of information received from industry and academia shall be used to complete final solicitation documents at the discretion of EBSA/OCA. Eligibility to participate in future acquisition does not depend on responding to this notice. The Government will not critique a potential offer's information. Proprietary information is not being solicited and, if included, should be indentified as such. Contractors submitting any replies per this RFI must have a Commercial and Government Entity Code (CAGE Code) and be registered in the Central Contractors Registration (CCR) at www.ccr.gov. All materials submitted in response to this RFI will become the property of the Government. DISCLAIMER RESPONSES Responses to this RFI are not offers and cannot be accepted by DOL to form a binding contract. All responses are for informational purposes only. DOL does not intend to award a contract on the basis of this RFI or to otherwise pay for the information solicited. For the purposes of this RFI, the term vendor refers to those members of the industry providing a response to this RFI Proprietary Information. Respondents are not to provide any information that is considered proprietary, trade secrets, privileged, or confidential as part of the RFI responses. Submissions must be no more than 8-pages, 12-point Arial font, provided in triplicate and transmitted under a cover letter. Multiple submissions are permitted. The cover letter must include the following information: 1). Response to RFI Number DOL089RI20542; 2). Contractor Name, Address and Phone Number; 3). Point of Contact Person Information: Email Address, Phone and Fax Number. The closing date for the receipt of response is April 30, 2008, at 10:00 am, EST.
