- SYNOPSIS / PRESOLICITATION NOTICE PROJECT TITLE: Upper Air Observations at the Weather Service Contract Meteorological Observatory (WSCMO) at the Del Rio International Airport LOCATION OF WORK: Del Rio, Val Verde County, Texas NAICS CODE: 541990, All Other professional, Scientific, and Technical Services, Small Business Size Standard $6.5 million SET-ASIDE STATUS: Award is restricted to small business (or other specific category of small business as appropriate, for example, HUBZone). All responsible small businesses may submit a proposal which will be considered. Proposals from large business will not be considered. DESCRIPTION: The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) National Weather Service (NWS) seeks a qualified contractor to conduct upper air observations in Del Rio, Texas. NWS certified weather observers are needed to take, document and disseminate upper air Rawinsonde, Rawin-Rabal comparative observations at the Weather Service Contract Meteorological Observatory (WSCMO), located at the Del Rio International Airport. Soundings shall be taken two times daily each day of the contract period. Additional special observations may occasionally be required during hurricane season and severe weather events. Twenty fours specials are anticipated for each contract performance period and will be requested as needed. If not requested, the specials will not be charged to the contract. In addition, the contractor will also be responsible for light house keeping duties in the WSCMO facility. TENTATIVE SOLICITATION ISSUE DATE: 06/16/2008 TENTATIVE PROPOSAL DUE DATE: 07/16/2008 ANTICIPATED AWARD DATE: 10/15/2008 PERIOD OF PERFORMANCE: We anticipate awarding a contract containing a one year base period followed by three one year option periods in accordance with the following schedule: Base Period 11/01/2008 - 10/31/2009 Option Period 1 11/01/2009 - 10/31/2010 Option Period 2 11/01/2010 - 10/31/2011 Option Period 3 11/01/2011 - 10/31/2012 Note that it is possible that the performance start date may slip to 12/01/08. In this case, the performance periods will run from 12/01 - 11/30 of each year. In addition, the current contract allows for a phase in period. A phase in period for the new contractor shall begin up to 10 calendar days prior to the completion of the current contract.
