Description

The Naval Air Systems Command at Patuxent River, MD intends to negotiate and award a firm fixed-priced order to procure CH-46E Control Display Units, (CDU-7000) on a sole source basis from Rockwell Collins, Inc. of Cedar Rapids, Iowa. The CDU system provides cockpit interface for control and display of mission capabilities including Identification Friend or Foe, Navigation Capabilities, and Communications Control. This is a follow-on effort to the software upgrade from the CDNU-800 to the CDU-7000, which Rockwell Collins is currently working on. There will be significant cost savings to the Government for the CH-46E helicopter to use the CDU-7000. The CH-46E can reuse a substantial portion of the CDU-7000 software, which has already been written and tested under the CH-53E program. The CH-53E helicopter is replacing their CDNU-800 with the CDU-7000 and the commonality of the CDU-7000 between the two helicopter platforms will result in cost savings in spares required, repair resources, reusable software, and publication updates. The authority permitting other than full and open competition is Title 10, U.S. Code 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The CDU-7000 is a commercial item and was developed at Rockwell Collins' own expense. As the sole designer, developer, and OEM for the CDU, Rockwell Collins is the only company that has the ability, resources, technology, and documentation necessary to modify, develop, produce, maintain, and support these systems. The estimated period of performance for this effort is 24 months after the date of contract award. Numbered Note 22 applies.
