Description
The National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), for the National Human Genome Research Institute (NHGRI) intends to negotiate with Andrea L. Gropman to provide scientific consultation. The primary objective of this requirement is to contribute to clinical research protocols by providing genetics - oriented consultations on patients who may have a neurological component to their disease. Background Information NHGRI OCD directs the clinical care of patients under NHGRI research protocols and employs clinical staff necessary to provide excellent medical care. These patients, many of whom are children, require physicians of varied subspecialties. Besides experts in genetics their management team must include a pediatric neurologist since often both developmental and neurologic issues are often intrinsic to a genetic diagnosis. Scope of Work The successful vendor will perform the consultation services outlined below: •Serve as neurology consultant for pateints seen in the National Human Genome Research Institute (NHGRI) Clinical Research program who have rare disorders such as Pallister-Hall Syndrom, Grieg Syndrom, Smith-Magenis Syndrome, various types of immunodeficiency, nephropathic cystinosis, Hermansky-Pudlak Syndrom, alkaptonuria, and autosomal recessive polycystic kidney disease. •Provide clinical care in consultatory capacity •Conduct clinical research protocols by providing a neurological perspective for the principal and associate investigators; •Provide clinical teaching and training of residents and fellows in the Metropolitan Washington Medical Genetics Training Program; •Performing neurological consultations (taking medical history, perform neurological examinations, suggesting tests to be performed, making a differential diagnosis(what disorders might account for the finding), and recommending treatment and follow-up; •Will have medical privileges at the NIH Clinical Center, meaning will be credentialed and can write orders. The resultant acquisition will be conducted in accordance with FAR Part 13, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through Federal Acquisition Circular 05-24. The estimated level of effort for this requirement is not expected to exceed 16 hours per week during the 24 month period of performance. The total estimated amount of this contract is Not expected to exceed the simplified acquisition threshold of $100,000.00 The intended procurement will be classified under North American Industry Classification System (NAICS) code 541690, with size standard of $6.5M Market Research conducted by the Government in accordance with the Federal Acquisition Regulations (FAR) Part 10, Market Research, has determined that Andrea L. Gropman, is currently the only individual that can provide the services specified herein. This notice of intent is not a request for competitive proposals. The resulting acquisition will be entered into pursuant to the acquisition authority set forth in FAR 6.302-1 and 41U.S.C. 253(c)(1) and HHSAR 306-302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 45 days after publication of this synopsis will be considered by the Government. Responses to this notice will be reviewed in accordance with the following criteria: (1) Must have Board-Certification in pediatrics, neurology, and clinical genetics (2) Must have a publication record in the field (3) Must have experience as a pediatric neurologist and geneticist (4) Must have experience teaching others about the field. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
