- Description
- The U.S. Postal Service intends to award one or multiple Indefinite Quantity contract(s) (IQC) for environmental support services that provide all required environmental consulting functions at postal owned or leased sites under the responsibility of the Pacific Facilities Service Office (PFSO). The majority of the work will be within the following specific geographic area of the PFSO: the States of California and Hawaii. A portion of the work may also be requested for the U.S. Trust Territories. The contract(s) will be for one year with four one-year renewal options providing the contract amount does not exceed $5,000,000. Individual work orders for each project will be issued under the terms of the contract(s) and each work order will be negotiated as a single project. Work orders for any one project will not exceed $250,000. Selection criteria will be conducted with combined use of Standard Form 330, Architect-Engineer Qualifications, Part I: Qualifications for a specific contract and Part II: General Qualifications of a firm or a specific branch office of a firm. A separate Part II for each branch office that has a key role on the team, and separate Part II for each consultant must be provided. Submit two copies of your qualification documentation. The submissions should be bound in GBC or notebooks, with no loose documentation. Firms must have a minimum of five (5) years experience in the field of environmental consulting, and must possess the capacity to respond to multiple work orders. Contractors must possess all proper certifications as required by federal, state and local laws. I. National Environmental Policy Act (NEPA) Compliance • NEPA documents and studies such as: • Completing Environmental Assessments and Findings of No Significant Impact for major Federal/postal facility actions • Completing Environmental Impact Statements • Completing the intergovernmental review process and public consultation process • Developing mitigation plans and local compliance recommendations II. Environmental Due Diligence • Preparation of environmental site assessments (Phase I, II, and III) per ASTM and AAI standards; • Negotiating with regulatory officials and owners on clean-up standards and activities; and • Studies and permitting necessary to support due diligence efforts including wetland delineation and mitigation, floodplain studies, stormwater planning and permitting, and traffic studies. III. Industrial Hygiene • Identifying or surveying for hazardous/toxic materials in existing buildings (asbestos, lead paint, lead in drinking water, radon, mold, PCBs, etc.) • Abating and/or providing oversight for abatement of hazardous/toxic building materials from an existing building • Developing and oversight of Operation & Maintenance plans • Indoor air quality consulting including permitting, indoor air quality assessments and air conformity analysis • Conducting noise studies and abatements • Conducting facility environmental compliance reviews/audits • OSHA compliance IV. Site Remediation Services and Hazardous Materials Management • Site investigation and monitoring • Developing and implementing remedial action plans • Underground and aboveground storage tank removal and closure plan preparation • Interaction with regulators on behalf of U. S. Postal Service • Monitoring well decommissioning • Assessing brownfield properties and remediation activities • Reviewing generator status and reporting compliance • Assessing facility waste stream and on-site storage of hazardous waste • Completing environmental and health risk assessments V. Plan Preparation and Health and Safety • Storm Water Pollution Prevention Plans/Storm Water Management Plans; • Spill Prevention Control and Countermeasures Plans; • Tank Management Plans; • Asbestos and Lead Operations and Maintenance Plans; and • Underground and aboveground storage tank Operation, Maintenance and Management Plans. • Preparation of Health and Safety Plans; • Health and safety-related training; and • Risk assessment and communication; VI. Emergency Preparedness & Response • Developing Emergency Response Plans; • Managing emergency response action, remedial services, hazardous materials management and hazardous waste characterizations; and • Bioterrorism response. VII. Historic Preservation • Development of or contribution to Section 110 program for federal agency, including databases of historic properties and fine arts collection • Determining Area of Potential Effect (APE) for property disposals and redevelopments • Completing Section 106 process for repair and alteration projects • Application of Secretary of the Interior Standards for Rehabilitation • Negotiate and prepare Memorandums of Agreement with State Historic Preservation Officers and 3rd parties • Incorporating Section 106 consulting requirements into NEPA process • Preparation of Eligibility Determinations in accordance with NPS standard VIII. Training • Developing course curriculum on environmental programs effecting postal facilities and operations. • Providing desk top publishing services for newsletters, brochures, etc. IX. Project Support and Other Services • Assisting with program/project management, including staff support at Postal Service project offices, project monitoring, design review, etc. • Additional environmental consulting services that have been provided to former federal clients for large projects or national initiatives that may assist the Postal Service in meeting environmental compliance obligations and planning needs, or in support of postal operations. Consideration will be given to interested firms who respond to this advertisement in accordance with the foregoing instructions in the following order of preference: 1) Firm must have been established for a minimum of five (5) years and have extensive experience in providing environmental services in support of designing and supporting new construction projects, repair and alternation projects and other projects similar in nature to those executed by the U. S. Postal Service; 2) Experience with U. S. Postal Service and/or PFSO projects, policies and procedures is preferable but not required; and 3) Must demonstrate knowledge and experience from the nine categories above. The contract will contain a requirement for firms to provide a certificate of insurance that includes errors and omissions coverage of $500,000 per claim. The selection committee may conduct on-site interviews following adequate notification and scheduling. Firms are prohibited from paying any fee, commission, percentage, or brokerage fee to any person or firm contingent upon, or resulting from, award of the described contracts. Participation by minority-owned and women-owned businesses is encouraged. No other general notification for these services will be made. Submittals will not be returned. Firms are encouraged to send submittals via services provided by the U.S. Postal Service. Please note the solicitation number on the outside of your submittal. This is not a request for proposals.
