- CLASSIFICATION CODE: 67 - Photographic Equipment The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items necessary to perform contracted services, unless specified as provided by the Government. The government intends to make an award on a sole source basis to Imperium Inc. Contractors' tasks include: Collaboration on any and all dimensions of the upgrade of acoustic video cameras currently in place. The Acoustocam I 400 system requires upgrade to the Acoustocam I 500 enabling high resolution, real time ultrasonic video inspection capability. The Acoustocam I 500 offers detection of subsurface defects in various materials such as aluminum honeycomb or composite structures. Imperium is the sole proprietor of this system. The cameras/cable upgrade requires replacement of old cables, and consolidation of computer/control box. The new computer/control box will allow for greater mobility and functionality. This is a commercial acquisition. This solicitation is a request for proposal and is issued as 100% Small Business competitive under Standard Industrial Classification (SIC) code 3826, NAICS code is 334510 and the related Small Business Size Standard is 500 employees. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-24. The proposed performance period is no longer than 7 months from the date of contract award. This notice is for announcement only and does not constitute an Invitation for Bids (IFB) or Request for Proposal (RFP); nor does its issuance restrict the Government in its ultimate acquisition. IAW AFFARS 5352.201-9101: OMBUDSMAN (AUG 2005) a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (d) The ombudsman has no authority to render a decision that binds the agency.
