- Description
- The US Army Contracting Command Korea has a requirement for Senior Observers and After Action Review Facilitators in support of exercises in the Republic of Korea. Recently, the US and ROK governments agreed to transition wartime operational command and control (OPCON) of ROK forces to the ROK military in 2012. This will result in the inactivation of the current U.S. led Combined Forces Command, and the establishment of a U.S. complementary supporting joint command in Korea. This will be a challenging transition for both the U.S. and ROK from organizational structures and tactics, techniques and procedures (TTPs) that have been practiced in Korea for decades. This requires a qualified Senior Observer and Facilitator team with experience in operations in the Korea Theater of Operations (KTO). This transformation SRO and Facilitator team is expected to consistently support the Commanders exercise program traveling to the Republic of Korea several times a year. This team will use USFKs Organizational and Operational Concept Plan; Transformation Master Plan; and Training and Exercise Objectives to support USFKs incremental transformation between FY 2008 and FY 2012. Accordingly, this team shall thoroughly understand these documents and their impact on our overall transformation and certification effort; recommend updates to them as appropriate; and provide continuity throughout the transformation period. This team will provide theater level command and control expertise, support the After Action Reviews (AARs) of the: Alliance, US KORCOM and ROK Joint Forces Command, observe the exercises, participate in senior leader seminars and validate potential AAR issues and facilitate discussion of these issues for the commander, his staff and component commands. This team will keep USFK leadership apprised of transformation progress to include recommended adaptations to ensure all USFK Transformation requirements are met by FY 2012. It is anticipated that a cost plus award fee contract will be awarded with a period of performance from 1 August 2008 through 31 July 2013 (including option years).
