Description
The United States Department of Commerce, National Oceanic and Atmospheric Administration, (NOAA) National Weather Service (NWS) intends to negotiate on a sole source basis with Wyle Information Systems, LLC to continue to provide IT Support Services for the period August 15, 2008 through May 15, 2009. The period of performance of this bridge contract is to provide services for six (6) months and one three (3) month Option Period. This interim contract will be followed by a competitively awarded small business set-aside contract. The work to be performed under this contract is for NWS organizations within the NWS Headquarters in Silver Spring, MD however, other NOAA offices may use this contract vehicle. The majority of the work will be issued under Task Orders. Some of the areas of support are the following: users who depend on local and wide area networks; office automation; computer technology; graphics and multi-media support; communications engineering; systems analysis and programming. The NWS provides weather, hydrologic, and climate forecasts and warnings for the United States, its territories, adjacent waters and ocean areas for the protection of life and property and the enhancement of the national economy. NWS data and products can be used by other governmental agencies, the private sector and the global community. These services cover a wide range of science and technology activities. A wide variety of Information Technology (IT) support services are required to support the activities. The Office of the Chief Information Officer (OCIO) is responsible for IT coordination NWS-wide. The NWS Headquarters facility hosts approximately 1000 users who depend upon local and wide area networks for file, print, and applications services, as well as inter-connectivity and Internet access. The support services required covers a broad range of office automation, computer technology, graphics and multi-media support, local and wide area network planning and administration, communications engineering, systems analysis and programming, information systems, and related functions. This requirement also provides some support in science areas, primarily in support of meteorological and hydrologic activities of the NWS. The science support includes modeling, data analysis and programming, and forecasting technique development and testing. Vendors who believe that they can satisfy the Government's requirement are invited to submit an affirmative response. To be considered an affirmative response, vendors must submit written data and documentation which demonstrates an ability to meet the existing IT and scientific support requirements aforementioned. All responsible sources must submit a written narrative statement of capability including detailed technical information and other technical literature sufficient to permit agency analysis. This is in order to determine a bona fide capability to meet the requirement. A determination by the Government not to open this requirement to competition based upon the responses to this notice is solely within the discretion of the Government. A Labor Hour IDIQ task order contract is contemplated for this effort. Affirmative written responses must be received no later than 27 June 02, 2008.
