- The Federal Aviation Administration (FAA), Western Logistics Service Area, Northwest Mountain Region, is conducting a Markey Analysis to identify capable sources to conduct minor construction services to renovate and/or modernize the Airport Traffic Control Tower located at the Walla Walla Regional Airport, Walla Walla, Washington. The work consist of but is not limited to painting exterior and interior surfaces, minor electrical work, mill work, replacing HVAC units, mechanical work and other architecture interior work. The Estimated Range of Construction for this project is between $100,000 and $250,000. Payment, Performance, Bid Bonds and Insurance will also be required. This Market Analysis is being conducting to ascertain whether adequate competition exists to set aside this procurement for competition among small businesses, service-disabled veteran-owned small business or eligible socially and economically disadvantaged businesses that are certified by the Small Business Administration (SBA) for participation in the SBA's 8(a) program, or full and open competition. This Market Analysis is being conducted in accordance with the FAA Acquisition Management System (AMS) 3.2.1.2.1, Market Analysis. The North American Industry Classification Systems (NAICS) code for small business size standard for this procurement is 236320, Addition, Alteration and Renovation, General Contractors, Commercial and Institutional Building, $31 million. Also Performing specialized construction work on commercial and institutional buildings, generally on a subcontract basis--are classified in Subsector 238, Specialty Trade Contractors, $13 million. In order to assist the FAA in making the necessary determination, interested vendors are required to submit the attached Business Declaration form, a copy of their SBA 8(a) certification letter, if applicable and documentation that clearly demonstrates qualifications and capabilities of performing the required work. Include documentation specific to vendor's qualifications (resumes of key personnel including: Project Manager, On-Site Superintendant, Quality Control Manager, etc. Resumes should contain: employment history, training, education, certifications, etc.) and past experience of projects in similar size and scope within the last three (3) years. The format of the documentation is at the discretion of the interested vendor. The Federal Aviation Administration (FAA) will not pay for any information or any administrative costs incurred in preparing a response to this Market Analysis. Thus, any cost associated with this submission will be solely at the expense of the interested vendor. Any information provided in response to this market analysis will be used for informational purposes only and will not be released. Any proprietary information submitted will be protected if appropriately marked. Vendor participation in any informational session is not a promise of future business with the FAA. Responses are due to be received no later than 4:00 P.M., local time, May 12, 2008. Market Analysis responses received after the time and date specified may be determined to be late and may not be considered.
