- This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), on a sole source basis with Pacific Whiting Conservation Cooperative, a non-profit entity, in accordance with the authority of 41 U.S.C. 253 (c)(1), One Responsible Source. Using FAR Part 15, (Contracting by Negotiation) and FAR Part 12 (Acquisition of Commercial Items) procedures the Government intends to procure hake and rockfish surveying and reporting services off the coast of Newport, OR for FY 08 with the option to extend the contract through FY 09 & FY 10. This contract will serve to maintain NOAA's essential capability of predicting upcoming fishing seasons based on the biomass of pre-recruit specimen. Scientific personnel will utilize a commercially available fishing vessel, along with specialized nets and acoustic gear, to perform exploratory studies. They will then compile data and reports related to fish ecology and to predict what the yields will be during the upcoming fishing season. NMFS' requirement for this service is unique in that PWCC is the only company that offers, and is experienced with, this type of reporting. PWCC has been conducting this survey continuously since 1998 and has established a time series of data. Consistency in conducting this survey and reporting the findings is vital to the successful completion of the time series survey. This notice of intent is not a request for competitive proposals; however, any firm that believes it can meet this requirement may provide written notification to the Contract Specialist within 4 calendar days of publication of this notice. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. The NAICS code for this requirement is 541990 and the small-business size standard is $6.5M of average annual receipts.
