Description
Synopsis The Directorate of Acquisition, United States Transportation Command (USTRANSCOM), Scott AFB IL, intends to issue a contract to QualComm, Incorporated, 5775 Morehouse Drive, San Diego, CA 92121-1714; on a sole source basis under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, 10 U.S.C. 2304(c)(1). The proposed procurement will provide satellite tracking service for the Military Surface Deployment and Distribution Command (SDDC) Defense Transportation Tracking System (DTTS) located at Scott Air Force Base IL, Ft Eustis VA, and Norfolk VA. QUALCOMM shall provide satellite vehicle position reporting required by the Department of Defense (DOD) for 1400 plus vehicles providing commercial motor transporting of sensitive conventional Arms, Ammunition, Explosives (AA&E) shipments, and Other Sensitive Material (OSM) IAW certification requirements of SDDC Freight Traffic Rules Publication No. 1C-R (MFTRP NO. 1C-R), item 47. The primary mission of DTTS is to provide safety, security, and in-transit visibility of all DoD AA&E and OSM shipments. Each certified Carrier is required to equip their vehicles with satellite communications equipment certified by DTTS providing national coverage with automatic vehicle position reporting on a 15 minute interval. Additionally, each Carrier truck is equipped with a single stroke “panic button, which enables driver to provide near real time notification of emergencies or critical situations. Drivers are required to advise DTTS of any changes of shipment status en route via coded satellite messages. The contractor shall provide fifteen minute (four positions reports/in hour) vehicle position reports and status messages to commercial carriers dispatch centers employing the QUALCOMM technology and the DTTS Program Office. The satellite communication equipment must be able to communicate with a satellite vendor that has been certified by DTTS. (Currently, Qualcomm, Inc. is one of two satellite vendors that have passed all of the testing required by DTTS but they are the only vendor capable of providing satellite services to the DoD munitions carriers equipped with Qualcomm hardware). The resultant contract will be firm fixed contract, and the period of performance will be 1 July 2008 through 31 December 2008, with one six month option period 1 January 2009 through 30 June 2009. The North American Industry Classification System (NAICS) Code is 517919. This announcement constitutes the only notice, a written solicitation will not be issued. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received by the closing date specified in this sole source notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
