Description
NAICS Code: 334516 Notice of Intent to Sole Source - XL3t 600D Series Environmental Analyzers The U.S. Environmental Protection Agency, Region 9 intends to negotiate and award a sole source purchase order using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to Thermo Niton Analyzers LLC, 900 Middlesex Tpke Bldg #8, Billerica, MA 01821 for a field portable XRF detector for measuring metals concentations in soil, using a non-radioactiive source for X-Rays. The system primary excitation source must be a 50kV Au anode miniaturized X-Ray tube (non-radioactive source) to minimize regulatory (licensing) requirements and provide optimized excitation of high Z elements like Ba, Sb, and Cd. The Au anode tube provides the optimum signal to noise ratio for measurement of high Z elements. The 50kV excitation energy is necessary for the excitation and measurement of low levels of Ba. System must have the capability to be equipped with up to six primary excitation filters to optimze excitation for specific element ranges. Instrument must be calibrated for the analysis of regulated toxic elements: Sb, As, Ba, Cd, Cr, Pb, Hg, and Se in polymeric, metal alloy, and mixed materials. The authority for the sole source is FAR 6.302-1 Only one responsible source and no other supplies or services will satifsy agency requirements. A determination not to compete this proposed purchase order has been made because Thermo Niton Analyzers LLC is the only source capable of providing the required supplies. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Response to this notice must be submitted by May 15, 2008. A determination not to compete this notice is solely within discretion of the Government. All questions should be directed to Curt Ushijima via e-mail at ushijima.curt@epa.gov.
