- SYNOPSIS: UMCS II Contractors The US Army Corps of Engineers, Engineering and Support Center, Huntsville, AL intends to negotiate on a sole source basis with ID/IQ multiple year UMCS II contractors, Siemens Building Technologies, Williams Electric, TAC, Ameresco Select, Johnson Controls Building Automation Systems, EMC Engineers, Alabama Controls, and, for an increase to the ceiling on the current UMCS II Contracts DACA87-03-D-0028, DACA87-03-D-0029, DACA87-03-D-0030, DACA87-03-D-0031, DACA87-03-D-0032, W912DY-04-D-0013, W912DY-04-D-0014, W912DY-04-D-0015. The proposed action is pursuant to 10 U.S.C. 2304 (c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1. This action is to support the continuation of current efforts relating to the effective Utility Monitoring and Controls Systems to manage and install HVAC and Direct Digital Controls (DDC), fire alarm systems, and provide maintenance and services to the above systems. These systems consist of specialized software and networked displays to provide current and accurate controls and informational updates to operations for in-the-field use and links to command headquarters throughout the US Military base networks. This action will be a modification to the existing firm fixed price contracts. The ceiling increase will support the execution of work planned through August 2009. It is considered that award to a new contractor would result in a significant duplication of cost well beyond any cost savings that might be achieved through competition, and would result in unacceptable delays. Under the authority of FAR 6.302-1, this action is directed toward all US Army Corps of Engineers, Engineering and Support Center, Huntsville, AL UMCS II ID/IQ contractors. This acquisition is not open to foreign firms. All responses should be directed to Donna Ragucci at Donna.M.Ragucci@usace.army.mil and must be received within fifteen (15) days from the publication date of this synopsis. No telephone inquiries will be accepted. The proposed contract action is for supplies or services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This notice of intent to negotiate a sole source modification to Contracts DACA87-03-D-0028, DACA87-03-D-0029, DACA87-03-D-0030, DACA87-03-D-0031, DACA87-03-D-0032, W912DY-04-D-0013, W912DY-04-D-0014, W912DY-04-D-0015 is not a request for competitive proposals. A determination by the government not to compete this proposed contract modification based upon responses to this notice is solely within the discretion of the government. All responsible sources may submit a response which will be considered. This is NOT a formal notice of solicitation. Telephone or facsimile inquiries and/or responses will not be accepted.
