Description
INTENT TO SOLE SOURCE The Department of Veterans Affairs intends to negotiate, under the authority of 10 U.S.C. 2304(c)(1), a sole source purchase order with Invitrogen Coporation, 3175 Staley Rd, Grand Island, NY 14072-2028, for the purchase of a ProtoArray Discovery Bundle, 80 Array. This procurement is being conducted under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The VA Palo Alto has a requirement for a ProtoArray Discovery Bundle in support of research on the exact autoantigen targets in multiple sclerosis and other diseases that afflict Veterans. ProtoArrays are human protein microarrays, with each array containing more than 8,000 human proteins that have been recombinantly expressed in a baculovirus system, purified, and printed on the arrays. The human proteins printed on ProtoArrays are functional, have sequence-verified DNA clones available for follow-up work, and are vital for antigen (protein) and biomarker discovery for other human diseases. The ProtoArray Discovery Bundle, 80 Array is currently the only human protein array available that offers more than 250 human proteins. Alternative approaches including peptide arrays, immunoblotting and mass spectroscopy will not support the large-scale survey of human proteins required for this research. The North American Industry Classification System Code is 325413 and the business size standard is 500 employees. This acquisition will be processed in accordance with FAR Part 12 -Acquisition for Commercial Items and FAR Part 13 Simplified Acquisition Procedures. All FAR provisions and clauses may be reviewed and/or obtained from the General Service Internet address: http://www.arnet.gov/far. This Notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability by submitting literature and documentation, detailing the equipment capabilities, to the Contracting Officer via email to jeanne.woodcock@va.gov or by fax to 916-923-4554. A determination by the Government not to compete this proposed purchase order based on responses to this notice is solely within the discretion of the Government. All responses must be received not later than 3:00PM, May 14, 2008.
