- NAICS Code: 334519 The U.S. Environmental Protection Agency (EPA) Office of Air and Radiation (OAR), Office of Radiation and Indoor Air (ORIA), National Air and Radiation Environmental Laboratory (NAREL) in Montgomery, Alabama intends to award a purchase order to General Atomics-ElectronicSystems, Inc. (GA-ESI) of San Diego, California using Federal Acquisition Regulation (FAR) Part 13--Simplified Acquisition Procedures under the authority of FAR Subpart 13.106-1(b)(1). The purpose of this acquisition is to obtain specific proprietary repair and replacement parts modified for use in EPA's national radiation network (RadNet). One component of RadNet features a national network of air monitoring stations that regularly collect air samples for analysis of radioactivity. RadNet has stations in each state and has been used to track environmental releases of radioactivity from nuclear weapons tests and nuclear accidents. Future uses of this network may include monitoring waste disposal and radioactive cleanup sites. RadNet also documents the status and trends of environmental radioactivity; these data are published by NAREL in a quarterly report entitled Environmental Radiation Data. GA-ESI was chosen for the initial procurement after a competitive process, and is uniquely qualified to satisfy this follow-on requirement for replacement parts as it is the only source able to modify the proprietary components to integrate into the current network of stations. As such, NO SOLICIATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of satisfying EPA's requirements may submit a written capabilities statement, which if received by the response date of this announcement, will be considered. Reponses must be submitted in writing to Mr. Jami J. Rodgers, Contracting Officer, at rodgers.jami@epa.gov. A determination not to compete the requirement based on responses to this notice is solely within the discretion of the Government. The estimated value of this procurement is below the simplified acquisition threshold as defined in FAR Subpart 2.1.
