Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The National American Industry Classification Code is 334220 with a Business Size Standard of 750 employees. All responsible sources may submit a quote which shall be considered. The Federal Bureau of Investigation (FBI) has a requirement for a one-time, firm-fixed price purchase of the following products (Brand name or equal): 1) two (2) Comm System Analyzers, General Dynamics p/n R2670B; 2) two (2) Enhanced hardware modules, General Dynamics p/n CM801; 3) two (2) R2670x AES Encryption, General Dynamics p/n CM807; 4) two (2) R2670x APCO 25 IMBE converters, General Dynamics p/n CM813; 5) two DES, DES-XL Encryption, General Dynamics p/n CM808; and, 6) two (2) GD AutoTest Suite, General Dynamics p/n RVN5027B. The technical requirements for the communications analyzer are as follows: 1) Has an integrated (all-in-one) software platform that performs at least the following tests and operations: a) RF Signal Generator, b) Spectrum Analyzer (with markers), c) Duplex Offset Generator, d) Frequency Counter, e) Voltmeter, f) RF Wattmeter, g) Frequency Error Meter, h) Distortion Meter, i) Audio Generator, j) Modulation Analyzer, and k) SINAD Meter; 2) The equipment must have some kind of internal storage for saving measurements and an ability to export those measurements to a laptop or removable media; 3) Must be capable of generating and receiving APCO Project 25 IMBE signals (only conventional signaling is required, not trunking); 4) Must have support for DES, DES-XL, DES-OFB, and AES encryption; and 5) Preference will be given to equipment that includes software to autonomously completes basic tests and reports on standard Motorola portable and mobile radios (XTS 3000, XTS 5000, Astro Spectra, Astro Spectra+). The evaluation of quotations and the determination as to equality of the product shall be the responsibility of the Government and will be based on information furnished by the vendor. The purchasing activity is not responsible for locating or securing any information not identified in the quotation and reasonably available to the purchasing activity. To ensure that sufficient information is available the vendor must furnish as a part of his/her quotation all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the purchasing activity to determine whether the product meets the minimum salient characteristics. The government reserves the right to request product samples for compatibility testing. Delivery of the items shall be thirty (30) days after receipt of order. The delivery shall be FOB Destination. Quotes must include shipping cost if applicable. Offerors must agree to hold prices firm for sixty (60) days. All quotes shall be submitted to FBI Academy, ERF, Building 27958A, Quantico, VA 22135, Attn: Gary Hopkins, no later than 1:00 PM, EST, 28 May 2008. Quotes must clearly be marked with RFQ E006331. Bidders are hereby notified that if your quote is not received by the date/time and location specified in this announcement, it will not be considered. Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, with their offer. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-24. The provisions at 52.212-1, Instructions to Offerors – Commercial; and 52.212-2, Evaluation - Commercial Items, are applicable. The clauses at 52.212-4, Contract Terms and Conditions - Commercial Items; and, 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. Addendum to 52.212-1 Modify: (b) Submission from offer(s) is to read as follows: Submit signed and dated offer(s) to the attention of Mr. Gary W. Clause 52.212-4, add 52.233-2 Service of Protest (AUG 1996), 52.233-3 Protest After Award (AUG 1996), Department of Justice (DOJ), Justice Acquisition Regulation (JAR) Clauses, 2852.233-70 Protests Filed Directly with the Department of Justice (JAN1998), and 2852.201-70 Contracting Officers Technical Representative (COTR) (JAN 1985). Addendum to Clause 52.252-5 Authorized Deviations in clauses (APR 1984), is incorporated by reference and applies to FAR 9.104-1. Addendum to 52.212-2 (a) Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. Past Performance will be based on telephonic performance evaluations received from previous contracts provided in the quote. The evaluation of this RFQ will be in accordance with Parts 12, 13, and 15 of the FAR. Offerors must acquaint themselves with the new regulations concerning Commercial Item acquisition contained in FAR Subpart 12 and must ensure that all Representations and Certifications (located on the Internet) are executed and returned as required in this synopsis/solicitation.
