- NAICS CODE: 236220. TYPE OF SETASIDE: Competitive HUBZone. TITLE OF PROJECT: Construction of Santa Rosa Sewer System, Water System, and Buildings at Gulf Islands National Seashore, Florida. GENERAL: The National Park Service (NPS), Department of the Interior (DOI), is soliciting proposals for HUBZone construction firms having the capability to perform the work described below. This solicitation will be issued electronically, on the Department of the Interior's National Business Center(NBC) web site, at http://ideasec.nbc.gov. Paper copies of this solicitation will not be made available. Prospective offerors desiring to conduct business with DOI are requested to register at the National Business Center. Proposal documents will be available in Microsoft Office, HTML and Adobe PDF; Specifications will be available in Adobe PDF format; and drawings will be available in PDF format. Offerors wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at http://ideasec.nbc.gov. Solicitation number: N2011080341. You are required to have an active registration in Central Contractor Registration (CCR) in order to conduct business with the Federal Government. PROPOSED SOLICITATION ISSUE DATE: On or about June 6, 2008. PRE-PROPOSAL CONFERENCE AND SITE VISIT: On or about June 10, 2008, starting at 10:00 AM at the Gulf Islands National Seashore park headquarters. Address: 1801 Gulf Breeze Parkway, Gulf Breeze, FL 32563-5008. ANTICIPATED PROPOSAL SUBMISSION DATE: On or about July 7, 2008. TITLE OF PROJECT: Construction of Santa Rosa Sewer System, Water System, and Buildings at Gulf Islands National Seashore, Florida PROJECT LOCATION: Gulf Islands National Seashore, Gulf Breeze (Escambia County), Florida. This project is located from Navarre Beach to and including Opal Beach, approximately 3.5 miles from Navarre Beach. The project is accessible by paved highway from the mainland. PERIOD OF PERFORMANCE & PROJECT MAGNITUDE: A 180 calendar day period of performance with construction beginning in August 2008 and ending in January 2009 is anticipated. The magnitude of this project is between five million dollars ($5M) and eight million dollars ($8M). DESCRIPTION: The purpose of this project is to replace the Opal Beach Day Use Area facilities and utilities destroyed by Hurricane Ivan on September 15 - 16, 2004. The project consists of three (3) major items. 1) Replacement of the Santa Rosa Sewer System consisting of installing approximately 17,690 lineal feet (LF) of fusion-welded HDPE sewer force main, one lift station and all related appurtenances from Opal Beach Day Use Area to the park boundary adjacent to Navarre Beach. The system will tie into a manhole owned by Navarre Beach and the sewage pumped from Opal Beach will be treated by Navarre Beach. 2) Replacement of the Santa Rosa Water System consisting of installing approximately 17,842 lineal feet (LF) of fusion-welded HDPE water main, thirty-six ( 36) assorted valves and all related appurtenances from Opal Beach Day Use Area to the park boundary adjacent to Navarre Beach. The system will tie into a valve box owned by Navarre Beach and will supply potable water to the Opal Beach Day Use Area. 3) Replacement of the Day Use Facilities at Opal Beach consisting of repairs and modifications including roofing to twenty-four (24) picnic shelters (18 small and 6 large), construction of six (6) comfort stations (4 included in the Base Bid & 2 included as options), construction of a Ranger Station /Maintenance Facility, sidewalks, utility hookups and all related appurtenances. TYPE OF PROCUREMENT: This is a competitive HUBZone best value source selection and will be conducted in accordance with the Federal Acquisition Regulation (FAR) Part 15. Offerors will be required to submit a technical proposal, past performance information, and a business/price proposal. The business/price proposal will require offeror's to submit a pricing schedule, bid bond, certain Section K representations, certifications, and other statements, a subcontracting plan (large HUBZones only), and several other items. For this solicitation, all evaluation factors other than cost or price, when combined, are approximately equal to price. It is anticipated that a firm-fixed price contract will be awarded. All responsible HUBZone sources may submit an offer that will be considered. It is the policy of the Government to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns. Such concerns must also have the maximum practicable opportunity to participate as subcontractors in the contracts awarded by any executive agency, consistent with efficient contract performance. All offerors are strongly encouraged to contact their local Small Business Administration office, to post their need for qualified subcontractors on SUB-Net accessed at http://web.sba.gov/subnet/, and to utilize the Central Contractor Registration's (CCR) Dynamic Small Business Search for potential subcontractors within these various socio-economic categories. In order to be considered for award, HUBZone large businesses will be required to submit an acceptable Small, HubZone Small, Small Disadvantaged, Women-Owned, Veteran-Owned Small Business Subcontracting Plan with their proposal. The NPS Subcontracting Goals for fiscal year 2008 for the participation of small businesses at a minimum are as follows: Small Business Concerns - 60%; Small Disadvantage Business Concerns - 24%; Small Women-Owned Business Concerns - 6%; HUBZone Small Business Concerns - 10%; Veteran-Owned Small Business Concerns - 3%; Service-Disabled Veteran Owned Business Concerns - 3%; 8(a) Concerns - 12%.
