- Naval Surface Warfare Center (NSWC) Crane Division plans to enter into a firm-fixed price contract for antenna system, position controllers and associated cables in support of the CREW Electro-Magnetic Environment (EME) System. The Government anticipates an Indefinite Delivery Indefinite Quantity (IDIQ) supply contract, with a five (5) year ordering period. A commercial solicitation will be issued using other than full and open competition to Antenna Research Associates, Inc., 12201 Indian Creek Ct, Beltsville MD 20705-4224 IAW FAR 6.302 and the procedures at FAR Part 12. Delivery will be FOB Destination, NSWC Crane, IN 47522-5000.The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source, Antenna Research Associates, Inc., under the authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is the proprietary information of Antenna Research Associates, form, fit, and function compatibility and the duplicative cost to the Government to utilize another source to satisfy the Governments requirements.Interested parties may respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
