- This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line(NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is N66604-08-Q-3544. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2000-07. This is unrestricted, NAICS code is 611310. NUWC Division Newport intends to award a Firm Fixed Price contract to Cornell University Laboratory of Ornithology for the lease of (8 ea) autonomous acoustic recording buoys. Required delivery to support fleet exercises is July 1, 2008. Among the crucial features of the ARU are its small size and its low power consumption, allowing it to sit alone for weeks or months. The Bioacoustics Research Program (BRP) at Cornell University’s Lab of Ornithology is the only program with this technology, including all supporting services, available for lease. Evaluation will be in accordance with FAR 52.212-2 Evaluation--Commercial Items. FAR 52.212-4, Contract Terms and Conditions--Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, and DFARS 52.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items apply.
