Description
THIS IS A NOTICE OF INTENT - The U.S. Broadcasting Board of Governors (BBG), International Broadcasting Bureau (BBG/IBB), intends to negotiate and award a non-competitive contract with Communications and Power Industries, Canada, Inc (CPI). The contract will require CPI to repair three (3) P/N 2.25KW HPAs. The high power amplifier equipment (HPA) purchased under the agency’s existing IDIQ Contract No. BBGCON3607Q5846 are currently being used throughout the Agency’s Satellite Interconnect System (SIS). The authority permitting other than full and open competition that is applicable to this procurement is FAR Subpart 6.302-1 41 U.S.C. 253(c)(1), “When the supplies or services required by the agency are available from only one responsible source” and No Other Supplies or Services Will Satisfy Agency Requirements. For this procurement, CPI is the only firm known who is experienced and capable of providing the required equipment repair of CPI P/N 2.25KW HPA as they are the manufacturer of the original equipment. This HPA equipment is for use worldwide to ensure compatibility with the existing satellite networks and associated systems. This Notice of Intent is not a request for competitive price proposals. Interested firms must submit documentation in sufficient detail to allow for an evaluation without the need for the firm to make additional submissions on their capability and demonstrated experience in meeting this requirement. The BBG's determination not to compete this proposed contract is solely within the discretion of the Government. The BBG must receive all submissions before 2:00 p.m., Eastern Standard Time (EST), June 9, 2008. No telephone responses of a firm's statements of interest, capabilities, and pertinent experience will be accepted by the BBG. All responsible sources may submit a proposal, which will be considered by the Agency. This Public Notice is not a RFP, IFB, or RFQ.
