Description
Qualified Waste Maintenance Contractor sources are being sought by 39 CONS whom have an interest in participating in a Performance Contract that is associated with performing lead removal service at a Combat Arms Training & Maintenance (CATM) facility on Incirlik Air Base, Turkey. More specifically, the maintenance needed revolve around the following: 1. Contractor shall conduct cleaning and maintenance of CATM bullet trap, as describe below, on the last duty-day of every month. If the last calendar day of the month falls on a weekend day, then the last duty day would normally be on a Friday. However, Fridays are often down days for the US Air Force, in which case, the last duty day would be a Thursday. The contract will have only 8.5 hours (0800 to 1630) on the last duty-day of the month to accomplish all of the items in this statement of work. 2. Contractor shall provide fork lift, pallet jack, truck, one spare wooden pallet for 55 gal drums to sit on, one approved spare 55 gal. drum (with seal and cover), and a lockable weather-proof storage cabinet for storage of two bags of dolomite and other spare parts and tools needed to maintain the CATM bullet trap. The contractor will provide the User with one copy of the storage cabinet key. The wooden pallet shall be sturdy enough to handle the considerable weight of the drums. Removed drums will need approved seals and lids for transport. Spare drums, pallets, and a pallet jack shall be on site so the change out would require less than 10-15 minutes of work and range would be operational. Drums should be changed between 1/2 to 2/3 full levels or as local weight limits may restrict transportation. This will be between 1500 and 2000 kg at these levels. If permitted to fill more, may exceed drum and lifting capabilities. Spare drums must be stored empty on-site in plastic hazardous waste accumulation point (PIG). No full drums (i.e. 1/2 to 2/3 full) will be allowed to be stored on site. Full drums must be disposed of immediately, and returned to the CATM range with one week. 3. Contractor shall purchase and provide twelve Donaldson Torit filter cartridges per year for the Dust Collection Unit (DCU Model #: DFT2-12, Serial #: 2283945-1). The DCU manufacturer's web site is: http://www.donaldson.com/en/industrialair/index.html. Installation and Operation Manuals, Spare Parts Lists, etc. can be found on the web site. There are 6 ports and the filters are placed 2 deep into each port. Contractor shall monitor with Action Target customer service technician via phone on a quarterly basis the service /operations logs (specifically photohelic readings). Anticipation of any need for replacement filters should be able to be identified with months of anticipation. When the dial on the control gauge reaches 5, the filters need to be changed. Individual filters can weigh up to 140 kg, when full. They must be put into OSHA-approved bags and containers immediately, and readied for transport to the disposal facility. The contractor must also provide two 50 kg bags of dolomite per year to be deposited by hand approximately 75kg of dolomite from bottom of DCU, while DCU is operating. Compressor should be turned off and left in off position, until the needle on the control gauge reaches 3 (approximately two months). Once the compressor is turned on, it should not be turned off until the next filter replacement. Operation of the compressor before the needle reaches three will blow the dolomite off the filters, and compromise their effectiveness. If the contractor is found responsible for damaging the filters by turning the compressor on before the needle reaches 3 on the control dial, he will have to replace any damaged filters at no cost to the government. 4. Contractor shall be responsible for conducting routine maintenance and inspection of the bullet trap, including but not limited to manufacturer's recommendations for the auger conveyor system, its motors control system and appurtenances, the DCU, its motors, duct work, control systems and appurtenances. Monthly inspection of 20% of all bolts in system and replacement of oil in compressor shall be performed. Contractor shall include logs of DCU photohelic values, auger checks, and compressor oil change in the maintenance scope, and also shall include HEPA vacuum of trap impact plates and trough once per month. During all cleaning procedures, no water shall be used on the impact plates of the bullet trap or in the collection trough at the base of the unit. The entire floors and walls of the range (including all corners and wall/floor edges) between the firing line and the trap shall be HEPA vacuumed once per month. All exposed surfaces (except for wooden baffles and shed over firing range) shall be vacuumed with approved vacuum equipment, to remove all dirt, debris and dust. No water or liquid products shall be used to clean surfaces. The trough at the base of the unit shall be free of all debris. No dirt, debris or dust shall be pushed under or behind the bullet trap or into the bullet collection slot. All vacuumed material shall be disposed of properly in compliance with applicable Turkish regulations. The contractor shall replace vacuum filters in accordance with manufactuer's specifications. The contractor shall dipose of old HEPA vacuum filters by pacing them into a suitable plastic bag so that none of the contents can escape. The contractor shall then dipose of the HEPA filters in accordance with the FGS-T. The contractor shall furnish HEPA vacuum cleaner and filters thereto. 5. Drain catch basins and troughs outside of range walls and behind firing line shall be cleaned out (including pumping water) once per six months to expose the original catch basin or trough bottom. The contractor shall be careful to dispose of all dirt, debris and buildup from the troughs and catch basins as if it is lead-containing hazardous waste. Catch basin and trough gratings shall be replaced after all cleaning has been accomplished. 6. For any problems discovered by the contractor during inspection and maintenance of the bullet trap and DCU, repair of those problems shall begin within 24 hours of discovery. Any repair work due to malfunction, breakage, or worn out parts shall be billed to the government separately, for replacement parts and labor, at fair market value. 7. All work shall be done in accordance with FGS-T (Final Governing Standards - Turkey), and applicable industry standards (OSHA, EPA, etc.) for lead handling and disposal. The contractor must schedule to have a person from 39 MDOS/SGPB Bioenvironmental, (322) 316-3805, on site during any lead removal activities, to ensure compliance with OSHA Safety Standards. Any lead spill or contamination caused by contractor shall be cleaned immediately. No sign of lead dust or particles shall remain on site, upon completion of work. 8. The Contractor who will transport/dispose of the hazardous waste shall be a licensed person. He/she shall have a proper license from the Ministry of Environment of Turkey for transporting/disposing hazardous waste. 9. Transportation and disposal of the lead waste should meet Host Nation requirements, IAW Ref. Turkey's "Regulation on Control of Hazardous Wastes". Vehicles to be used for hazardous waste and the drums to be used for transporting hazardous waste shall be approved for storing and transporting lead waste, IAW FGS-T and applicable industry standards (OSHA, EPA, etc.). The drums and vehicles should have required signs, labels, placards etc. 10. The contractor is responsible for providing the user with manifest documents to prove where he either disposed of the lead waste or sold the lead waste. (The User is responsible for making sure that the manifest is sent to the Turkish Ministry of Environment).
