Description

THIS SPECIAL NOTICE IS FOR INFORMATIONAL PURPOSES AND PLANNING PURPOSES ONLY. THIS NOT A REQUEST FOR PROPOSALS. The Department of Homeland Security (DHS), Office of Procurement Operations (OPO) is seeking industry input/comments for the Office of Infrastructure Protection’s Watch/Duty Desk and Operations Support services. Additionally, the Government WILL NOT provide reimbursement for any information that may be submitted in response to this Special Notice. Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. The results of this Special Notice will be used to finalize development of the subsequent Request for Proposal (RFP). The objective of this project is to obtain professional services for the Office of Infrastructure Protection (OIP) to support the Watch/Duty Desk and Operations Support. The OIP office is in need of contractural support that provides expertise in five key areas: (1) Watch Operations; (2) Operations Support; (3) Liaison Support; (4) Transitions In/Out Plan, and (5) Surge Support. A draft Statement of Work (SOW) for the Watch/Duty Desks and Operations Support contract and a draft Representative Task Order for Field Operations Branch Support are attached for review and comments. Please note this is only a working draft and some elements may be incomplete or lacking in final form. Therefore, the actual SOW and Representative Task Order, when released with the solicitation, may differ from these draft documents. The purpose of this Special Notice is to gather ideas as to whether the attached SOW and Representative Task Order encompasses all aspects needed to successfully respond to a RFP. Responses to this Special Notice shall include: Company name, address, point of contact, telephone/fax number, and email address; comments on the draft SOW. Any information submitted by respondents as a result of this Special Notice is strictly voluntary. Please note, this is not a marketing and/or sales opportunity therefore we request you refrain from submitting marketing brochures and sales information. This Special Notice is for information planning purposes and the Government will not pay or otherwise reimburse respondents for information submitted. All information submitted in response to this Special Notice shall be received no later than 2:00PM EDT, on June 17, 2008 to email address: Charlotte.Moore@dhs.gov. Comments, recommendations, changes and other input should be limited to five (5) pages of text for each document. Telephone responses are not acceptable. All documentation shall become the property of the Government.
