- The Western Area Power Administration (Western) has a requirement forTotal Resource Managements RulesManager SE for Maximo 5x & up and annual maintenance to facilitate Westerns project to upgrade Maximo to Version 6.0. This is a combined synopsis/solicitation for Brand Name commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Justification for Brand Name is attached below. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation is issued as a request for quote, number DE-RQ65-08WJ39060. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-25, effective May 22, 2008. The North American Industry Classification System (NAICS) Code is 511210 with an applicable size standard of $23 million. The solicitation is a 100% small business set-aside. Contractors shall provide a price quote on the following line items: 0001 TRM-0011 RulesManager SE for MAXIMO 5x & up (1 thru 20 users license); 0002 Annual maintenance for TRM-0011 RulesManager SE for MAXIMO 5x & up (1 thru 20 users license). Software to be delivered no later than 15 days after receipt purchase order to Western Area Power Administration, 12155 W. Alameda Parkway, Lakewood, CO 80228-2802, Attention: Don Nord, A2100. The Federal Acquisition Regulation (FAR) provision at 52.212-1, Instructions to Offerors Commercial Items, applies to this acquisition. A completed copy of the FAR Provision 52.212-3, Offeror Representations and Certifications Commercial Items, must be completed and submitted with quote, unless offeror has registered in the Online Representations and Certifications (ORCA). The FAR clause at 52.212-4, Contract Terms and Conditions Commercial Items applies to this acquisition. Addenda to this clause include: FAR 52.247-34 FOB Destination, and four local Western Clauses included as an Attachment to this announcement. The FAR clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes Or Executive Orders Commercial Items, applies to this acquisition and the FAR Clauses at paragraphs e. (52.219-6), o. (52.219-28), p. (52.222-3), q. (52.222-19), r. (52.222-21), s. (52.222-26), u. (52.222-36), y. (52.222.50), cc. (52.225-1), ff. (52.225-13), and kk. (52.232-33) are applicable to this acquisition. Quotes are due by e-mail to the contracting officer at awright@wapa.gov, on or before 12 noon (Mountain Time) on June 9, 2008.
