- Description
- The LCAC is a non-self sustaining amphibious Air Cushioned Vehicle (ACV), used to transport up to 60-tons of equipment and/or troops, from ship to shore at speeds in excess of 40 knots. The primary mission of LCAC is to conduct high speed, ship-to-shore, over the beach operations in support of Marine amphibious forces. After being launched from the well deck of amphibious assault ships, the LCAC can transport equipment, personnel and weapon systems to the beach from over-the-horizon standoff distances. The original LCAC design was based on a 20-year life cycle. Current vehicles are approaching the end of that service life. A Service Life Extension Program (SLEP) has been created to prolong the service life of approximately 60 vehicles for an additional 10 years. During SLEP, vehicles will be updated to incorporate the latest performance, communications, and navigation enhancements, as well as meet new lift requirements. Operations personnel consist of a three person starboard cabin crew. Crew position titles are Craftmaster, Engineer, and Navigator. Each crew member is responsible for separate job duties and functions. During actual operation, the crew also performs coordinated, collective team duties. Individual and team job duties and tasks are to be included in the revised curriculum. Revision to the current operations curriculum is required due to the addition of SLEP hardware and software components. It is estimated that 25 percent Craftmaster, 50 percent Engineer and 70 percent Navigator legacy curriculum information needs to be replaced with updated SLEP objectives and content. The current course is unclassified and is delivered using a power point and paper based curriculum with minimal graphic support via Instructor-Led Training (ILT). The existing courses use the FMT, Device 20G6, and the actual LCAC. Schoolhouse training courses currently exist for legacy LCAC Operations and Advanced Qualifications Training (AQT) along with corresponding Navy Course Identification Number (CIN) and course length and Navy Enlisted Classification (NEC). The Operations courses are taught at Expeditionary Warfare Training Group – Pacific (EWTGPAC) in Coronado, California and Expeditionary Warfare Training Group – Atlantic (EWTGLANT) in Little Creek, Virginia (VA). Each of the current legacy courses encompasses 17 weeks. AQT training is conducted at either Assault Craft Unit 4 (ACU4) in Little Creek, VA or ACU5 in Camp Pendleton, California (CA). The current legacy AQT course encompasses eight weeks. The associated Statement of Work provides complete details regarding this procurement. Small Business participation is encouraged and will be mandatory for Large Business offerors.
