This Solicitation will be available at this website on or about June 17, 2008: http://ideasec.nbc.gov. PAPER COPIES OF THIS SOLICITATION WILL NOT BE ISSUED AND TELEPHONE AND FAX REQUESTS FOR THIS SOLICITATION WILL NO BE ACCEPTED. This acquisition is a 100% SET ASIDE FOR SMALL BUSINESS CONCERNS. The National Park Service welcomes the participation of small, minority owned and women-owned business enterprises. The North American Industry Classification Standards (NAICS) is 711510, Independent Artists, Writers and Performers (for individuals engaged in performing in artistic productions, in creating artistic and cultural works or productions, or in providing technical expertise necessary for these productions), and the Small Business size standard is $6.5 million. ONLY THOSE TECHNICAL AND PRICE PROPOSAL FROM OFFERORS WHO ARE CERTIFIED SMALL BUSINESSES WILL BE EVALUATED. CONTRACTORS WHO ARE NOT SMALL BUSINESS CERTIFIED WILL BE CONSIDERED NON-RESPONSIVE AND WILL NOT BE EVALUATED. The National Park Service, San Francisco Maritime National Historical Park has identified a requirement for conservation work on two (2) wall murals by internationally known artist Hilaire Hiler, located in the lobby of the Aquatic Park Bathhouse Building. The work consists of the assessment and analysis of present condition of the murals, the development of a treatment plan and the conservation of painted fabric murals on the south wall and a portion of the north wall above the west stairs of the lobby on the 2nd floor of the Aquatic Park Bathhouse Building. A SITE VISIT IS SCHEDULED FOR TUESDAY JULY 1 AT 10:00 AM. MEET IN FRONT OF THE AQUATIC PARK BATHHOUSE AT 900 BEACH STREET, FOOT OF POLK STREET INTERSECTING WITH BEACH. Although this is not a mandatory site visit, all interested firms are strongly urged to attend to obtain a better understanding of the Specifications. Technical Proposals which do not conform to the MINIMUM QUALIFICATIONS listed below, WILL NOT BE EVALUATED FURTHER, and will be determined non-responsive to the REQUEST FOR PROPOSAL. They are: 1) The Principal and Assistant Conservator shall have a Graduate Degree in conservation or equivalent training, (minimum of 5 years); the Principal Conservator shall have a minimum of 10 years professional experience. Provide proof of degree with Technical Proposal. 2) The Principal and Assistant Conservator shall have Professional Associate or fellow status in the American Institute for conservation of Historic and Artistic Works (IIC). Provide proof of membership with the Technical Proposal. The Technical Evaluation Criteria is listed in descending order of importance as follows: 1) Demonstration of experience in dealing with the specific technical challenges involved with the conservation of painted canvas on plaster murals, including technical examination and material analysis, analysis of data, and development of treatment proposals that are curatorially, conservationally and life-cycle cost responsible; 2) Demonstration of experience in developing and implementing complex treatments for the conservation of painted canvas on plaster murals; and 3) Demonstration of experience in developing and implementing complex treatment plans while controlling costs, meeting schedules and effectively resolving problems generated by misalignment of said constraints. Submission date for offers will be approximately 30 days after issuance of the Request for Proposal (RFP), refer to the actual RFP for official dates.
