- Description
- The Southeast Regional Maintenance Center wants to conduct a market survey of the private ship repair industry in accordance with FAR 15.201 to determine industrys views on and interest in providing Navy certified dry-docking facilities and dry docking related services, maintenance and modernization on U.S. Navy Frigates (FFG), Cruisers (CG) and Destroyers (DDG) class ships home-ported in the Mayport, FL area. The drydocking services and dry docking related maintenance and modernization on Navy ships would include docking, undocking, provision of temporary services as well as maintenance and modernization of ships underwater hull, running gear, sea valves, access cuts, etc. The period of performance for this contract will start 08 April 2009 and run through 8 April 2014. Projected dockings will include all scheduled dockings for Mayport homeported ships (15 dockings currently scheduled) and possible emergent dockings during the period of performance. Place of performance is Jacksonville homeport area. To minimize the time that each ship is taken out of service for repair, upgrades or overhaul, the Navys requirement is to have required topside repairs, alterations and improvement/upgrade work accomplished while the ship is dry docked and the drydocking work is being performed. The Navy anticipates contracting for the topside work totally separately from this dry-docking contract; however, this dry-docking contract would include the Navys Access to Vessels clause and require that the winner of the dry-docking contract permit the Navys third party topside contractors to come onto their facility and onto the dry-docked ship for the purpose of performing the specific Navy contract topside work to the dry-docked ship on a non-interference basis. It is the Navys intent to ensure a level playing field for all competitors for topside work, including adding cost factors, as appropriate (for evaluation purposes), to achieve the level playing field. To fully explore and evaluate what will be required to accomplish this requirement and to identify any and all issues that must be addressed and/or resolved to accomplish the above requirement(s), prospective offerors on this dry-docking procurement and prospective offerors to impacted topside solicitations are invited to express their views, concerns, and interests in writing and to submit their comments and other input to this prospective requirement to the following electronic address as a scanned attachment to an email: ronald.patronik@navy.mil
