Description
The Millennium Challenge Corporation (MCC) is a Federal Corporation created under Title VI of the Foreign Operations, Export Financing, and Related Programs Appropriations Act, 2004, and was created to work internationally with some of the poorest countries in the world. The Millennium Challenge Corporation (MCC) is currently engaging with a number of countries designated as eligible to apply for MCC assistance and will eventually enter, or have entered, into a Compact with countries that submit, or have submitted, quality proposals that support economic growth. A Compact is a grant agreement, referred to as a Millennium Challenge Account Compact, between MCC and the Government of Foreign Country (GFC), which provides financial assistance under the Millennium Challenge Account. The Millennium Challenge Corporation intends to issue Request for Proposal No. MCC-08-0111-RFP-42 for capacity building assessment, training and development, and short-term related support services. Within the context of this solicitation, Capacity Building is the assessment, training, development and refinement of a country’s core skills and capabilities in order to (1) improve the effectiveness of the GFC’s area of focus; (2) to improve development and/or quality of GFC Compact proposals; and (3) to improve the efficiency/effectiveness of Compact implementation. The areas of focus include, but are not limited to: results-focused project design, financial management, accounting, auditing, budgeting, procurement, project management, monitoring and evaluation. These capacity building services are for support of the Governments of Foreign Countries (GFC), which are national, regional or local governments eligible for assistance under the Millennium Challenge Account. MCC is currently in the following countries: Armenia, Benin, Bolivia, Burkina Faso, Cape Verde, El Salvador, Georgia, Ghana, Honduras, Jordan, Lesotho, Madagascar, Malawi, Mali, Moldova, Mongolia, Morocco, Mozambique, Namibia, Nicaragua, Philippines, Senegal, Tanzania, Timor Leste, Ukraine, and Vanuatu. Additional countries may be added as they become eligible. It is intended that these services be provided internationally within the host countries and in the host language(s). This procurement will be issued using Federal Acquisition Regulations (FAR) Part 15, full-and-open competitive procedures, and the release date for the solicitation is anticipated NLT July 1, 2008, with proposals due NLT August 4, 2008. The MCC intends to award multiple, 5-Year (Base plus 4 options), Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracts, in which it will compete specific task orders using Fair Opportunity Procedures. The solicitation is open to both domestic (U.S.) and international organizations. U.S. and International for profit, not-for-profit, and educational institutions are encouraged to participate at either the prime-level, through joint ventures/teaming or mentor-protégé arrangements, and subcontracting. To promote these types of arrangements, it is requested that interested organizations provide the organization name and complete address, type of organization (i.e. for-profit, not-for-profit, educational institution, or other), name, email address, and complete phone number for its point of contact, a short description of its related services, and whether it is interested in prime-level or subcontracting opportunities on this acquisition. This information will be compiled into a source list and will be made available on the Federal Business Opportunities website under this RFP No. As such, this information must be provided to Olena Evans at evansoo@mcc.gov NLT June 13, 2008. MCC will post this source list to the website NLT June 17, 2008. MCC intends to use best value procedures, and prefers to award multiple contracts which encompass the entire scope of the requirement. The NAICS Code for this acquisition is 611430, Educational Services-Professional and Management Development Training. The laws of the U.S. government shall be applicable to this acquisition and all proposal materials must be provided to the MCC in English. Unlimited data rights are applicable to the deliverables on this contract.
