- This is a summary for RFP S08-184. PROPOSALS MUST BE RECEIVED BY 3:00 P.M., Eastern Daylight Time, June 27, 2008. It is the Offerors responsibility to ensure that proposals are delivered by the due date and time required. Late proposals will not be accepted. All questions or requests for clarifications must be e-mailed (No telephone calls accepted) to Lynne Darby at darbyl@mail.nih.gov, or by facsimile at 301-228-4037 by 4:00 P.M., Eastern Daylight Time, June 16, 2008. Questions or requests directed to any other individual or outside the directives of this Solicitation will not be considered valid, nor will there be a response provided. SAIC-Frederick, Inc., on behalf of the The National Cancer Institute, NCI, is seeking offerors to submit proposals for nanotherapeutics that are in the post-optimization phase of the development cycle, and require evaluation in appropriate preclinical animal models of the disease for determination of both efficacy and safety profiles of the nanodevice and the targeted chemotherapeutic payload. The purpose of this Request for Proposals (RFP) is to identify and evaluate the clinical potential of candidate targeted nanotherapeutics for efficacy and toxicity testing. The NCI Alliance for Nanotechnology is interested in identifying lead nanotherapeutic candidates from within nanotechnology-focused institutions and pharma/biotech communities to enable filing Investigational New Drug (IND) applications with the US-FDA in the third quarter of 2008/1st quarter of 2009. This acquisition shall be conducted in a two-Phase approach. The purpose of Phase One, as reflected in the current Request for Proposals, is solely to elicit proposals addressing technical approaches for efficacy and toxicity testing of lead nanotherapeutic candidates. This RFP does not engage any subcontract effort. Once received, all proposals will be evaluated on the basis of technical merit, and a decision will be made to select a minimum of one, and up to three proposals to pursue for award. The intent of the forthcoming Phase Two is for subcontracts to be issued to successful Phase I offerors in order to execute the approach presented in the successful offeror’s Phase One proposal. The resultant subcontract shall include the offeror’s proposed Statement of Work. Subcontract type will be identified based on the proposal submitted, so it is imperative that offerors propose in accordance with their organization’s normal business practices Once all subcontracts are in place, the proposed work shall be executed as specified in the individual subcontract Statement of Work. Specifics are outlined in detail in the attached Request for Proposals, S08-184.
