- The Department of Veterans Affairs, Construction and Facilities Management is issuing this Sources Sought Notice to determine the interests and capabilities of firms with regard to an upcoming acquisition for Incorporative Design/Pre-Construction/Build (IDPB)at the Audie L Murphy Memorial Veterans Hospital, San Antonio, Texas for a new Polytrauma Healthcare/Rehabilitation Center and Bldg. 1 Renovation. The firm should have an approved NAICS of 236220 with the size standard of $31,000,000.00 average annual gross revenue to be considered a small business. The firm should provide a Capability Statement that displays the firm capabilities and experience in design, pre-construction, and construction experience. The capability statement should address the firms experience in Design (Collaboration with design team, design development, LEEDS, BIM, and construction documents), Pre-Construction Management (Master Project Schedule development and management, Construction schedule development, Continuous cost estimating for design and construction, Constructability analysis, Value design and engineering, development of Guaranteed Maximum Price), Construction Management of Complex Building Construction (polytrauma healthcare/rehabilitation centers, medical centers), Local Market Knowledge, Organizational Business Management, and Past Performance in these areas. The firm must also show a bonding capacity of approximately $60,000,000 for construction. The firms having the skills and capabilities necessary to perform the stated requirements are invited to provide information to contribute to this market survey/sources sought. Respondents are requested to submit a Capability Statement that exhibits clear and convincing evidence of your firm capabilities/experiences to perform the listed tasks. The capability statement is not to exceed 10 pages. The statement must provide a summary of relevant experience and knowledge that addresses the scope of the task. This sources sought notice is for market research purposes in accordance with Federal Acquisition Regulation (FAR) Part 10. It does not constitute a solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. All interested parties will be required to respond to the resultant solicitation separately from their response to this sources sought. Please submit Capability Statements via email to: Thaddeus.Willoughby@va.gov. no later than June 20, 2008. At this time no solicitation exists, therefore, DO NOT REQUEST A SOLICITATION package.
