- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/homepage.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. The Naval Surface Warfare Center, Crane Division requires Miniature Reflex Sight (MRS) sighting components for auxiliary day and night aiming on existing sighting systems and weapons. A five year indefinite-delivery indefinite-quantity contract is anticipated; expected quantity is a minimum of 1,000 units and a maximum of 50,000 units. Delivery shall be FOB Destination; NSWC-Crane. The delivery schedule for orders will be 1,200 units per month within 90 Days After Order (DAO) or 30 Days after last scheduled delivery, whichever is later. Final inspection and acceptance will be at destination by NSWC Crane personnel. This solicitation will be issued on a full and open competition basis using a performance specification.This requirement is for the attachment of Miniature Reflex Sight (MRS) sights to other optical small arms sights as a minor platform modification. This type of platform modification is also widely known as a Product Improvement Project (PIP). A Performance Specification for the MRS will be made available when the solicitation is posted to the World Wide Web (WWW). It is expected that the competitive solicitation will require offerors to submit Fifteen (15) product samples, a technical proposal, past performance and price proposals. Award will be on a best value basis. To be eligible for award, contractors must be properly registered in the Government's Central Contractor Registration (CCR).
