- This notice provides the second invitation to the vendor community to participate in the Online Procurement Services (OPS) study on reverse auctions. On October 4, 2006 the Office of Federal Procurement Policy (OFPP) initiated a review of the use of commercially available online procurement services (OPS), including reverse auctions. This invitation is open to any and all contractors that have participated in reverse auctions; or have chosen not to participate, but are interested in influencing the process. In this case, the term "users" includes firms that may not have participated in a reverse auction, but are interested in providing constructive feedback regarding their use. Instructions: To complete the survey you will need to provide a single DUNS number specific to your firm. Also, please assign your most knowledgeable company representative to complete the survey since we will select only one response per DUNS number. The Online Procurement Services (OPS) working group tested the survey and believes it should take no more than 10 minutes for each company to complete. Your participation in this study is strictly voluntary and anonymous. This survey is only a request for information and the government does not plan to issue procurements from this effort. Further, the government does not in any way bear any cost or liability associated with your firm's participation. The survey will be available for two weeks beginning Thursday, July 17, 2008, at 9:00 am through Thursday, July 31, 2008, closing at 5:00 pm. After the data have been analyzed we will provide the initial draft for public comment. Thank you for support of this effort.
