Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY TO DETERMINE AVAILABILITY OF INTERESTED CONTRACTORS. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME AND THIS IS NOT A FORMAL REQUEST FOR QUOTATION OR PROPOSAL. The purpose of this sources sought is to determine the availability of interested contractors to provide consultation services to the National Park Service Concession Management Program on the appropriate types of insurance and amount of coverage the NPS should require in various concession contracts, commercial use authorizations, and real property leases. The National Park Service manages approximately 600 concession contracts constituting more than $800 million of business annually. The NPS estimates it issues over 2,000 commercial use authorizations and a number of leases (where the NPS is the lessor and a private party is the lessee) as well. As part of these federal contracts and authorizations, the private party operator must obtain insurance for, among other reasons, protecting real property improvements, visitors to units of the National Park System, and the resources of the parks. As the federal government is a self-insured entity, the NPS has determined that it is necessary to obtain professional consultative services on a routine basis to determine the scope of coverage it should require for each new contract or type of services provided as well as to obtain accurate and timely estimates of the cost of such coverage in order to accurately evaluate the financial profile of each concession opportunity. The NPS also has determined that it is necessary to obtain professional consultative services on a routine basis to review and potentially revise the minimum required insurance limits or additional types of insurance on existing contracts, provided that any additional requirements are reasonable and consistent with the types of insurance a prudent businessperson would purchase in similar circumstances. In addition, from time to time, the NPS receives questions regarding the characteristics and nature of various types of insurance held by our concessioners, lessees, and permit holders. The services provided would include the ability to respond to request such as these on a routine basis. Finally, the NPS has determined that the consultant would develop and provide training to federal employees in the program from the park to headquarters levels. Interested contractors must possess a thorough understanding of insurance products and the state of the insurance industry in commercial liability, environmental liability, casualty (including marine casualty), and other categories that may be appropriate for concessioners and other commercial operators in the National Park System. The range of services provided range from high-end hotel operations, food and beverage services, and merchandise retail to high risk recreational services such as mountain climbing and white water raft trips. The types of structures leased range from residences to large historic structures. A familiarity with federal law and regulations under the Concessions Management Improvement Act of 1998 and the leasing provisions of 36 CFR Part 18 is useful but not necessary. For additional information, interested contractors should go to: http://concessions.nps.gov The NPS requests all interested parties submit information that addresses the following: (1) Experience: The contractor must describe their experience in (a) evaluating risk and insurance coverage requirements in the hospitality and recreation industries; (b) defining appropriate coverage for leased structures; and (c) training on insurance; (2) Small Business Status: It is anticipated that the NAICS code for this acquisition will be 52498 with a small business size standard of $6.5M; and (3) The services related to this Sources Sought, if any, that are available from interested contractors on GSA Schedule. This sources sought request is due to the POC identified herein no later than 8 July 2008, close of business.
