- SCOPE: These specifications cover the production of casebound books requiring such operations as electronic typesetting, printing, binding, packing and distribution. Note: Due to the numerous number of exhibits in this specification, the exhibits will not be posted on the internet. TITLE: "Foreign Relations of the United States". FREQUENCY OF ORDERS: Approximately 6 to 12 orders per year. QUANTITY: Approximately 1,000 to 2,500 copies per order. NUMBER OF PAGES: Approximately 500 to 1,500 pages per order, with the majority of the orders being approximately 1,000 pages. TRIM SIZE: 5-7/8" x 9-1/8". STOCK/PAPER: The specifications of all paper furnished must be in accordance with those listed herein or listed for the corresponding JCP Code numbers in the "Government Paper Specification Standards No. 11" dated February 2008. All text paper used in each copy must be of a uniform shade. All cover paper must have the grain parallel to the spine. All endleaf paper must have the grain parallel to the spine. For volumes of 800 pages or more: Text: White Uncoated Permanent Printing Paper, basis weight: 50 lbs. per 500 sheets, 25 x 38", equal to JCP Code A270. For volumes under 800 pages: Text: White uncoated permanent printing paper, basis weight 60 lbs. per 500 sheets, 25 x 28” equal to JCP Code A270. Endleaves: White Machine Finish Book End Paper, basis weight: 80 lbs. per 500 sheets, 25 x 38", equal to JCP Code A50. Book Cover Board: Approximately 0.098" thick, equal to JCP Code R30. Casebound Covers: Ruby pyroxylin impregnated buckram that conforms to the American National Standard for Fabrics for Book Covers, designated ANSI L29.1-1977, Group E. Color of buckram furnished shall be of a uniform shade and a close match by visual inspection of the attached color samples. The Contracting Officer reserves the right to reject shipments of any order stamped on buckram, the color of which, in his/her opinion, materially differs from that of the color samples. PRINTING: Text prints head-to-head in black ink. Endleaves are blank. MARGINS: Head 1/2", bind 13/16". BINDING: Casebinding: Reinforce the endleaves and the first and last signatures with strips of ungummed, sized cotton cloth extending 1/4" on inner side of the signatures and 1" on the endleaves. Smyth (signature) sew. Trim 3 sides, round, back, and headband. Reinforce back with crash and strong paper liner. Case bind with suitable squares. "Foreign Relations of the United States" blind stamp on front and back covers. Stamping consists of one bold and one medium rule border, plus a Department of State seal on the front cover. Contractor to create border from furnished sample. Approximate stamping area: 5-1/4 x 8-7/8" each cover. Stamp spine in imitation gold (equivalent to Kurz Hastings 418 or All- Purpose Roll Leaf Corporation's SG-14). Stamping must have solid impressions -- no picking, pinholes, or filled letters. Spine will be different on each order. Approximate imitation gold stamping area: 3-5/16 x 8-1/2". Backstrip reads across. Rules must extend the full width of the spine. PACKING: Pack quantities designated on each print order in individual mailing containers and pack in shipping containers. Pack balance including all Department of State copies in shipping containers only. Pallets are required for shipments to GPO only. All copies ordered for the Superintendent of Document (Sales and Subscription), must be packed individually in one-piece mailing containers. Multiple copies to a single address must be packed in shipping containers in addition to the one-piece mailing containers. INDIVIDUAL MAILING CARTON CRITERIA: A. Top flaps when folded over inside tucks should meet "FLUSH" or have a gap of no more than 1" between them. Top flaps should not overlap. B. Gummed reinforced tape should be 3" wide and must completely cover the edges of both of the top flaps and extend around both ends of the mailing container. C. Cartons must hold publications snugly to avoid internal movement and damage to the publication. D. Individual mailing cartons must be packed snugly in shipping containers to avoid damage. Shipping containers shall have a minimum bursting strength of 275 pounds per square inch or a minimum edge crush test (ECT) of 44 pounds per inch width.
