- Description
- NASA/LaRC has a requirement for a Optical Spectrum Analyzer (OSA)in wave-lengthrange from 1200nm thru 2400nm (1 ea). NASA/LaRC intends to purchase the items from Yokogawa Corporation of America, who is theonly known source capable of providing this unique optical spectrum analyzer that willcover the wavelength range (1200nm thru 2400nm). This optical spectrum analyzer isneeded to support the 2035nm laser transmitter being developed for NASA Science MissionDirectorate. Through market research, Yokogawa is the only company that has a commericaloff the shelf (COTS) instrument that can support NASA's 2-micron research effort. Itwould take substantial duplication of time and Government resources for another companyto offer a similar product that would meet this requirement, which is not expected to berecovered through competition.Sole Source authority is FAR 13.106. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon June 17, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
