- TOP SHELF PROJECT AT THE PARKERSBURG FEDERAL OFFICE BUILDING LOCATED AT 425 JULIANA STREET, PARKERSBURG, WV 26101 The General Services Administration (GSA) is soliciting proposals for the top shelf replacement to be constructed at the Parkersburg, WV Federal Office Building. Construction is to include removal of old bricks and installation of new bricks, expansion joints and associated waterproofing at the top/roofline of the façade and associated exterior system of the North, South and East elevation. The anticipated start date is September 1, 2008, continuing for 120 Calendar Days. The estimated cost of this project is between $250,000.00 and $500,000.00. This procurement will be available for all interested firms. It is GSA's intent to solicit this requirement through Full and Open Competition utilizing Lowest Priced Technically Acceptable Source Selection procedures. The LPTA method, FAR 15.101-2, has been determined by the GSA Project Team to be in the best interests of the Government. The NAICS code applicable to this project is 236220 (Commercial building construction general contractors) with a size standard of $31.0 million. The resultant contract will be a firm fixed price contract. For this procurement the GSA Project Team shall evaluate all properly received offers consistent with FAR 15.101-2, “Lowest Price Technically Acceptable Source Selection process”. As defined in FAR 15.101-2 (a) the lowest price technically acceptable source selection process is appropriate when best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price. FAR 15.101-1 (b) (1) states that the evaluation factors and significant sub factors that establish the requirements of acceptability shall be set forth in the RFP. All proposals received shall be evaluated for acceptability, but shall not be ranked using non-cost/ price factors. A Pre-proposal conference has not been determined to date. Interested Parties/How to Offer: The Solicitation (RFP) will only be available electronically. It will be available on or about June 23, 2008. The solicitation will not be available on the FedBizOpps website. The solicitation (specifications, drawings, clauses and bid forms) can only be obtained by accessing a secure website known as the Federal Technical Data Solution (FedTeDS). FedTeDS is a secure website designed to safeguard sensitive but unclassified (SBU) acquisition material. Potential offerors will be responsible for downloading the solicitation (specifications, drawings, clauses and bid forms) and for monitoring the website for possible amendments and/or additional information. Potential offerors must register on the FedTeDS website to have access to solicitation material. This registration includes providing a Central Contractor Registration (CCR) Marketing Partner Identification Number (MPIN).
