Description
THIS NOTICE CONSTITUTES AMENDMENT NO. 04 TO THE COMBINED SYNOPSIS/RFQ FOR DATAACQUISITION SYSTEMS. Companies shall acknowledge all amendment(s) in their quote. Thisnotice serves as the official amendment to subject synopsis/RFQ and a written amendmentwill not be issued.The purposes of this amendment are to provide technical questions and answers withattached drawings for clarification that have been provided to this solicitation. Alsothe quantity of units required is being modified to five (5) units. The order deliverywill also be coded for acceptance of partial delivery and invoicing. All otherrequirements of this solicitation remain unchanged. A revised Statement of Work isattached to this modification.Technical questions with answers are as follows anddrawings are attached:Question 1: The specification document requires bidder to supply NASA SCXI Cal and SyncModules. A schematic for this module is in the specification, but no gerber files ordrill file for manufacture of the printed circuit assembly are provided. Can NASA supplythese files? Answer 1: See the attached files.The National Instruments provided file scxi1181.pdf shows the hole pattern requirementsfor the connectors. File AL2006-69-30000 Schematic.pdf shows the circuit diagram and generic parts list forthe circuit that was constructed by the vendor for the last system order.File AL2006-69-30000 Layout REV1.pdf shows the board layout as fabricated for the lastpurchase of these systems.We are only specifying the function of the circuit. Since the availability, size, andshape of the various circuit elements may change, the vendor is free to make changes tothe board layout as needed. Question 2: Do you have any further description of part 779709-01, the rear mountedterminal block. Is this a custom part or a National Instruments part?If it is a custompart where are the drawings?Answer 2: The part 779709-01 is an NI part. It was custom designed and built by NI forthis application and although it has an NI part number and model number, it is notcurrently listed on the NI web site. Contact Steve Talbott at National Instruments forpricing and availability of these parts. The number is 512-683-0100. The vendor is onlyrequired to purchase, install and connect these parts in accordance with the assemblyinstructions.Question 3: MSFC personnel will perform acceptance checks on all three systems. Paymentwill be authorized upon completion of the acceptance checks. Acceptance checks will becompleted within two weeks of delivery. Do you have any information on the acceptancetest procedures?Answer 3: Acceptance procedure is conducted in three parts.Part 1 is a visual inspection conducted immediately after delivery. This inspectionlooks for damage that might have occurred during shipping and checks the installed partsand connections against a parts list and drawings.Part 2 is a function check of the processor and A to D. This takes about 2 hours perunit.Part 3 is an end to end check of the unit's performance using an automated instrumentsimulator. This takes about a day per unit.The due date for receipt of offers is extended to June 16, 2008.Companies shall provide the information stated in the synopsis/RFQ posted on the NASAAcquisition Internet Service (NAIS) by June 16, 2008 to Judith Drabkin atJudith.R.Drabkin@nasa.gov; FAX: 256-544-4401.
