Description
In accordance with the Department of Health and Human Services – Federal Emergency Management Agency (HHS-FEMA) Emergency Prescription Assistance Program (EPAP) proposed Mission Assignment, CMS intends to award a requirements contract non-competitively to ACS Federal Solutions, LLC, to perform the activities related to processing prescription drug claims for medications and Durable Medical Equipment (DME) according to the benefit design established by FEMA to designated eligible individuals in a Federally-identified disaster area. The contractor will administer a national network of pharmacies specifically for emergency response. This will allow any network pharmacy to use existing electronic pharmacy systems and infrastructure to efficiently process prescriptions and DME for individuals that are eligible for the EPAP. Initially, the contractor shall establish a network of pharmacies to provide prescription drugs and DME to eligible beneficiaries during a federally declared emergency. Once the network is established, the contractor will determine program eligibility; facilitate pharmacy payment for program related product and dispensing fees; examine the feasibility of a pharmaceutical manufacturer donation program; communicate with a workgroup of industry representatives to coordinate emergency activities in consultation with CMS; and coordinate with wholesalers and other federal and private organizations as necessary. This requirement has been previously advertized under market research sources sought; vendors previously responding need not do so again as their capabilities were already evaluated.
